ՄԱԿ-ի գրասենյակը խորհրդարանի մի քանի հանձնաժողովների դրամաշնորհներ է տվել, որպեսզի վերջիններս նախագծեր ու օրենսդրական փաթեթներ ներկայացնեն․ «Ժողովուրդ»

«Ժողովուրդ» թերթը գրում է․ «ՄԱԿ-ի գրասենյակից «Ժողովուրդ» օրաթերթը տեղեկացավ, որ խորհրդարանի մի քանի հանձնաժողովների դրամաշնորհներ (գրանտներ) է տվել, որպեսզի վերջիններս նախագծեր ու օրենսդրական փաթեթներ ներկայացնեն: «ՄԱԿ-ի զարգացման ծրագրի (ՄԱԶԾ)՝ «Նոր Հայաստան՝ ժամանակակից խորհրդարան» ծրագրի նպատակն է հզորացնել Ազգային ժողովը պետական կառավարման համակարգում իր նոր ու հիմնավորապես ընդլայնված դերի շրջանակում՝ օրենքների մշակման, վերահսկողության եւ ներկայացուցչականության ապահովման առանցքային գործառույթների իրականացման հարցում։

Ծրագիրը ռազմավարական եւ տեխնիկական աջակցություն է տրամադրում ՀՀ Ազգային Ժողովին եւ նրա մշտական հանձնաժողովներին։ Աջակցությունը տրամադրվում է անկուսակցականության սկզբունքով, երբ հանձնաժողովները, որոնք բաղկացած են թե՛ իշխանության եւ թե՛ ընդդիմության ներկայացուցիչներից, որոշում են կայացնում դիմում-հայտի վերաբերյալ: Ծրագրի շրջանակներում ոչ մի դրամաշնորհ չի տրամադրվում։ Ծրագիրն Ազգային ժողովի մշտական հանձնաժողովներին տեխնիկական աջակցություն է տրամադրում՝ ուսումնասիրություններ եւ քաղաքականության վերլուծություններ իրականացնելու համար: Դիմում-հայտը հաստատվելուց հետո ծրագիրը կազմակերպում է գնումներ՝ համաձայն ՄԱԶԾ-ի գնումների ընթացակարգի»,-տեղեկացրեցին ՄԱԿ-ի գրասենյակից։

«Ժողովուրդ» օրաթերթի տեղեկություններով՝ այժմ այդ ծրագրից օգտվում են ԱԺ 4 հանձնաժողովներ՝ Գիտության, կրթության, մշակույթի, սփյուռքի, երիտասարդության եւ սպորտի հարցերի մշտական հանձնաժողովը, Մարդու իրավունքների պաշտպանության եւ հանրային հարցերի մշտական հանձնաժողովը, Պետական-իրավական հարցերի մշտական հանձնաժողովը, Տնտեսական հարցերի մշտական հանձնաժողովը: Մեր տեղեկություններով՝ այդ աջակցությունը տատանվում է 15-20 հազար դոլարի սահմաններում, որոնցից ԱԺ ԿԳՄՍ հանձնաժողովը նպատակ ունի առաջիկայում կրթության ռազմավարության վերաբերյալ ծրագիր մշակել, մարդու իրավունքների պաշտպանության եւ հանրային հարցերի մշտական հանձնաժողովի փոխնախագահ Անի Սամսոնյանը եւ պատգամավոր Ռուստամ Բաքոյանն էլ այժմ նույն ծրագրի շրջանակներում նախագիծ են գրում, իսկ մյուս երկու հանձնաժողովները սեմինարներ են կազմակերպել ու օրենքի նախագծեր քննարկել»:
