Տարածաշրջանի ժողովուրդները ժառանգել են բարդ հակամարտություն, որի վերջնական հանգուցալուծումը ենթադրում է այնպիսի տարբերակի համաձայնեցում, որն ընդունելի կլինի Հայաստանի ժողովրդի, Արցախի ժողովրդի և Ադրբեջանի ժողովրդի համար:  Այս մասին ասվում է ՀՀ ԱԳՆ մամուլի խոսնակ Աննա Նաղդալյանի՝ Ադրբեջանի նախագահի՝ ՄԱԿ Գլխավոր ասամբլեայի նստաշրջանին ունեցած ելույթի վերաբերյալ արված մեկնաբանության մեջ:

 «Միայն այդ ժողովուրդների մանդատը վայելող իշխանություններն են ունակ արտահայտելու փոխզիջման հասնելու և խաղաղություն հաստատելու քաղաքական կամքը: Հայաստանում և Արցախում ձևավորվել են իշխանություններ, որոնք ստացել են ժողովրդական քվե և պատրաստ են երկխոսության մեջ մտնել Ադրբեջանի ժողովրդի մանդատը վայելող իշխանությունների հետ:

Իշխանությունը հորից ժառանգած և մեկ ընտանիքի շրջանակներում այն կիսող Իլհամ Ալիևն այդպիսի առաջնորդ չէ: Նրա իշխանությունը մշտապես հիմնված է եղել հակամարտության շահարկման, սեփական հասարակությունում Հայաստանի և հայ ժողովրդի՝ որպես «հարմար թշնամի» կերպարի արմատավորման, այլ ոչ թե սեփական հասարակության կարիքների լուծման վրա:

Իլհամ Ալիևի օրոք է Ադրբեջանը բաց թողել «նավթային բում»-ի միջոցով ժամանակակից երկիր և հասարակություն կառուցելու պատմական շանսը: Այսօր Ադրբեջանի իշխանությունն աշխարհում հանդես է գալիս որպես ավտորիտար և ռեպրեսիվ ռեժիմ, որն օգտագործում է բոլոր հնարավորությունները, այդ թվում՝ կորոնավիրուսային համավարակը, սեփական ժողովրդին հարստահարելու և լռեցնելու համար:

Տարածաշրջանում գործ ունենք իշխանական մի համակարգի հետ, որտեղ արժեքները փոխարինված են անձի, դինաստիայի և սեփական հարստության պաշտամունքով, իսկ շահերը ենթադրում են ժառանգականության վրա հիմնված իշխանության պահպանումն ամեն գնով: Ցավալի է, որ այդ «ամեն գինը» վճարել և վճարում է ձայնից զրկված Ադրբեջանի ժողովուրդը:
