Քաղաքական լեքսիկոնում հաճախակի հանդիպող տերմինների շարքից կարելի է առանձնացնել քաղաքական պլյուրալիզմ ասվածը, քանի որ այն հանդիսանում է քաղաքական համակարգի և դեմոկրատական արժեքների հիմնասյուներից մեկը, որն ապահովում է երկրի ներսում նորմալ ու կայուն «քաղաքական մթնոլորտ»:
Պլյուրալիզմը չափազանց լայն տարածում է ստացել հասարակության բոլոր ոլորտներում. քաղաքական կյանքում բազմակուսակցականության ձևով, տնտեսական կյանքում սեփականության տարբեր ձևերի տեսքով, գիտության և արվեստի մեջ տարբեր կարծիքների և ուղղությունների ազատության ձևով։

Քաղաքական պլյուրալիզմը մի սկզբունք է, համաձայն որի՝ միաժամանակ կարող են գոյություն ունենալ տարբեր կուսակցություններ: Սահմանադրական առումով քաղաքական պլուրալիզմ նշանակում է, որ բոլոր կուսակցությունների իրավահավասարությունը երաշխավորվում է սահմամադրությամբ, դրանք բոլորը հավասար են օրենքի առջև, և արգելվում է դրանցից որևէ մեկի նկատմամբ խտրականության դրսևորում կամ որևէ մեկին արտոնության շնորհում:
Քաղաքական պլյուրալիզմի պայմաններում անձի իրավունքներն ու ազատությունները բազմազան են և ընդգրկում են կյանքի բազմապիսի ոլորտներ:
Ժողովրդավարական պետությունների սահմանադրություններում անպայման ճանաչվում է քաղաքական պլյուրալիզմի սկզբունքը, իսկ ամբողջատիրական, բռնապետական պետություններում նախապատվությունը տրվում է կոնկրետ որևէ կուսակցության:
Բազմակուսակցականության անհրաժեշտությունը հատկապես կարևոր է այն իմաստով, որ պետությունը ապահովագրվում է ամբողջատիրական դառնալու հնարավորությունից: Բազմակուսակցականության սկզբունքը թույլ է տալիս ձևավորել ժողովրդավարական մարմիններ: Այն ենթադրում է նվազագույնը երկու կուսակցության գոյություն:
Քաղաքական պլյուրալիզմը ենթադրում է նաև կուսակցությունների իրավահավասարություն:
Սահմանադրական առումով՝ գաղափարախոսական պլյուրալիզմ նշանակում է, որ բոլոր գաղափարախոսությունների ազատությունը և հավասարությունը երաշխավորվում է սահմանադրությամբ, դրանք բոլորը հավասար են օրենքի առջև և արգելվում է դրանցից որևէ մեկի նկատմամբ խտրականության դրսևորում կամ որևէ մեկին արտոնության շնորհում։ ժողովրդավարական պետությունների սահմանադրություններում գաղափարախոսությունների համար սահմանվում են որոշակի սահմանափակումներ, եթե դրանք օգտագործվում են սահմանադրական կարգը բռնի տապալելու, ազգային, ռասայական, կրոնական ատելություն բորբոքելու, բռնություն և պատերազմ քարոզելու նպատակով։ Տոտալիտար կառավարման համակարգ ունեցող պետություններում գաղափարախոսական պլյուրալիզմը մերժվում է և նախապատվությունը տրվում է կոնկրետ գաղափարախոսությանը, որը որպես կանոն, ամրագրվում է սահմանադրությամբ։
