Արցախի հետ ռազմաքաղաքական դաշինքի կնքման անրհրաժեշտությունն այս պահին տեղին է և նման դաշինք կնքելու խոչընդոտ չկա: Past.am-ի հետ զրույցում այս մասին նշեց Հայաստանի առաջին օմբուդսմեն, «Ընդդեմ իրավական կամայականությունների» ՀԿ նախագահ Լարիսա Ալավերդյանը: Հղում անելով «Միջազգային պայմանագրերի մասին» ՀՀ օրենքին՝ նա նշեց, որ հնարավորություն կա կնքել պայմանագիր անգամ չճանացված սուբյեկտի հետ:

«Այսինքն, այդ հնարավորությունը դե յուրե կա: Երբ ժամանակին ևս առաջարկում էինք նման դաշինք կնքելու մասին, ասում էինք, որ բավարար է միայն այն, որ ԵԱՀԿ Մինսկի խմբի շրջանակներում Հայաստանն Արցախի անվտանգության երաշխավորը լինելու քաղաքական մանդատ ունի: Ըստ էության, ռազմաքաղաքական դաշինքի կնքման պայմանագիրը ոչ միայն դե ֆակո, այլ դե յուրե Արցախի ճանաչման հիմք է»,-ասաց Լ. Ալավերդյանը:

Այդ համատեքստում անդրադառնալով նաև այն փաստին, որ Հայաստանի օրակարգում կա Արցախի անկախությունը ճանաչելու հարց, մեր զրուցակիցը մատնանշեց ևս մեկ անհրաժեշտության մասին:

«Այս առումով մինչ այս բազմիցս երկու պայմանի մասին է հայտարավել՝ եթե Ադրբեջանն ինքը դուրս է գալիս բանակցային գործընթացից և եթե պատերազմ է հայտարարում: Նորագույն միջազգային իրավունքի մեջ բանական լեզվով պատերազմ անվանում, բայց դե յուրե ագրեսիայի բնութագիր են տալիս այդպիսի գործողություններին: Այսինքն, եզրույթը ագրեսիան է: Եթե քաղաքական վերնախավը գտնում է, որ Ադրբեջանի կողմից ագրեսիա է տեղի ունենում, կցանկանայի և շատ կհորդորեի, որ ստեղծեն մի փաստաթղթային փաթեթ և ուղարկեն ՄԱԿ, ԵԱՀԿ, ԵԽ և ԵԱՀԿ Մինսկի խմբի համանախագահներին առ այն, որ Հայաստանը Ադրբեջանի գործողություններն ընկալում ու ընդունում է որպես ագրեսիա: Ագրեսիան այս դեպքում ունի նաև մեկ այլ բնութագիր՝ ցեղասպանության վտանգ, ցեղասպանության փորձ: Այդ փաստաթղթում պետք է շատ հակիրճ նշվեն նաև Արցախի Հանրապետության կայացման օրինականության բոլոր հիմքերը, այդ թվում՝ Արցախի զարգացման, այն է՝ ազատագրական պայքարի և ցեղասպանական վտանգից փրկվելու հիմքերը: Եվ այդպիսով մենք Արցախի հիմնահարցը վերջնականապես կմտցնենք արդեն ոչ միայն սպեկուլյատիվ, այլ վերջապես նաև իրավաքաղաքական դաշտ: Այդ փաստաթուղթն ուղարկելով՝ Հայաստանը կարող է հայտարարել ճանաչման գործընթացը սկսելու մասին: Դա տեղի է ունենում մի քանի քայլերով: Սկզբից կարող է լինել ԱԺ-ի, հետագայում նաև կառավարության կողմից»,-հավելեց նա:
