Երբ Հայաստանը կդիմի ՀԱՊԿ-ին. «Ժողովուրդ»

««Անհրաժեշտ է անհապաղ վերականգնել հրադադարը և վերադառնալ բանակցային գործընթացին՝ ԵԱՀԿ Մինսկի խմբի համանախագահության հովանու ներքո: Լեռնային Ղարաբաղում հակամարտության կարգավորումը հնարավոր է միայն քաղաքական-դիվանագիտական մեթոդներով»,-նախօրեին այդպիսի հայտարարություն է տարածել Հավաքական անվտանգության պայմանագրի կազմակերպությունը: Այս օրերին կրկին ակտուալ է դարձել իրավիճակին ՀԱՊԿ-ի միջամտության հարցը:
Սա ավելի առաջնային դարձավ հատկապես երեկ տեղի ունեցած իրադարձություններից հետո, երբ ադրբեջանական թիրախում հայտնվեց նաև Հայաստանը, և քաղաքացիական զոհ ունեցանք Վարդենիսի ուղղությամբ գործողությունների հետևանքով: Հայաստանը հանդիսանում է ՀԱՊԿ անդամ, և կրկին նշվում է, որ կազմակերպությունը պետք է Ադրբեջանի՛ն կոչ անի դադարեցնել կրակը։
ՀԱՊԿ պայմանագրի 4-րդ հոդվածում գրված է. «Եթե կազմակերպության անդամ-պետություններից մեկը ենթարկվում է ագրեսիայի, ապա անդամ-պետությունների կողմից այդ ագրեսիան կդիտարկվի ագրեսիա՝ ընդդեմ պայմանագրի բոլոր անդամ-պետությունների: Անդամ-պետություններից որևէ մեկի նկատմամբ ագրեսիայի դեպքում մյուս բոլոր անդամ-պետությունները այդ անդամ-պետության խնդրանքով անհապաղ կերպով նրան են տրամադրում անհրաժեշտ օգնություն, այդ թվում՝ ռազմական»:
Բացի այդ, կազմակերպության կանոնադրության համաձայն՝ ՀԱՊԿ անդամ երկրներից որևէ մեկի նկատմամբ ագրեսիայի դեպքում այդ պետությունը պետք է դիմի կազմակերպությանը օգնության խնդրանքով, սակայն նկատենք, որ պաշտոնական Երևանը չի դիմել Հավաքական անվտանգության պայմանագրի կազմակերպությանը: «Մենք այժմ քննարկում ենք այս հարցը՝ իրավիճակի զարգացման հետ կապված, երկրի ղեկավարությունն է քննարկում», – երեկ նշել է Ռուսաստանում Հայաստանի դեսպան Վարդան Տողանյանը:
Միևնույն ժամանակ ՀԱՊԿ մամուլի քարտուղար Վլադիմիր Զայնետդինովը «Ժողովուրդ» օրաթերթի հետ զրույցում նշեց, թե Մոսկվայի ժամանակով 17: 00-ին Հայաստանից դիմում դեռ չեն ստացել իրավիճակի վերաբերյալ: Միևնույն ժամանակ ՀԱՊԿ-ում Հայաստանի ներկայացուցիչ Վիկտոր Բիյագովն ընդգծել է, որ Երևանը կօգտագործի կազմակերպության մեխանիզմները, եթե հակամարտության ընդլայնումը սպառնա հանրապետության անվտանգությանը, տարածքային ամբողջականությանը և ինքնիշխանությանը: Բացի այդ, ՌԴ նախագահի մամուլի քարտուղար Դմիտրի Պեսկովն ընդգծել է, որ Լեռնային Ղարաբաղում իրավիճակի սրումը ՀԱՊԿ շրջանակներում խորը վերլուծության թեմա է»,-գրում է թերթը:
