ՀՀ սահմանադրական փոփոխությունների հանրաքվեի թեմայի լուսաբանումը վեց համազգային հեռարձակող հեռուստաընկերություններում եղել է հավասարակշռված և առանց օրենսդրության կամ կարգավորող նորմերի ակնհայտ խախտման: Լրագրողների հետ հանդիպմանը «ՀՀ սահմանադրական փոփոխությունների 2015թ. դեկտեմբերի 6-ի հանրաքվեի լուսաբանումը Հայաստանի հեռարձակվող ԶԼՄ-ներում» մոնիտորինգի արդյունքները ներկայացր եց Երևանի մամուլի ակումբի
Ուսումնասիրություններն սկսվել են հոկտեմբերի 26-ին և ավարտվել դեկտեմբերի 4-ին: Դրանք անցկացվել են երեք փուլերով` հոկտեմբերի 26-ից նոյեմբերի 5-ը, նոյեմբերի 6-19-ը և նոյեմբերի 20-ից դեկտեմբերի 4-ը: Հետազոտության մեջ ընդգրկվել է համազգային հեռարձակող 6 ԶԼՄ` Հայաստանի Հանրային հեռուստատեսության Առաջին ալիքը և 5 մասնավոր հեռուստաալիքներ` «Արմենիա»-ն, «Երկիր Մեդիա»-ն, «Կենտրոն»-ը, «Հայկական Երկրորդ հեռուստալիք»-ը, «Շանթ»-ը:
«Չենք արձանագրել օրենսդրության կամ կարգավորող նորմերի ակնհայտ խախտում: Մեր կողմից ուսումնասիրված լրատվամիջոցները, լրագրողներն աշխատում էին հավասարակշռված ձևով լուսաբանել արշավը, ու ակնհայտ կողմնապահություն չի արձանագրվել»,- ասաց Բորիս Նավասարդյանը:
Նա դրական համարեց այն, որ փորձ էր արվում կազմակերպել բանավեճեր ինչպես առանձին հաղորդումների միջոցով, այնպես էլ «Արմնյուզ»-ի և «Ա1+»-ի համատեղ ռեալիթի շոուի շրջանակներում: «Այն ցուցադրվում էր ոչ միայն համապետական սփռում չունեցող «Արմնյուզ»-ի, այլև հանրապետությունում հասանելի «Արմենիա» ու Հանրային հեռուստաընկերության կողմից»,-նշեց բանախոսը:
Անդրադառնալով մոնիտորիգի արդյունքում գրացված խնդիրներին` Բորիս Նավասարդյանը նկատեց, որ դրանք կապված էին Հանրաքվեի մասին օրենքի կարգավորումների հետ, որի պատճառով հեռուստառադիոընկերություններու
Մոնիտորինգի արդյունքները ցույց են տվել, որ եթե առաջին և երկրորդ փուլերում չեն եղել քաղաքական ուժեր, որոնք գերակշռել են, ապա երրորդ փուլում այդպիսի դիրքում է հայտնվել Հայաստանի Հանրապետական կուսակցությունը:
Դեկտեմբերի 6-ին կայացավ ՀՀ սահմանադրության փոփոխությունների հանրաքվեն: Հանրաքվեի արդյունքների նախնական տվյալներով` քվեարկությանը մասնակցել է 1 միլիոն 303 հազար 466 քաղաքացի: Անվավեր է ճանաչվել 53 հազար 332 քվեաթերթիկ, «այո» է քվեարկել 825 հազար 851 մարդ, «ոչ»` 421 հազար 600:
