Ազգային ժողովի պատգամավոր Թևան Պողոսյանի դիտարկմամբ` կառվարման խորհրդարանական համակարգում նվազում է անհատների դերակատարությունը և ավելի կարևորվում են քաղաքական ուժերի առաջ քաշած ծրագրերն ու որդեգրած  մարտավարությունը: «Ժառանգություն» խմբակցության պատգամավորը լրագրողների հետ զրույցում անդրադարձավ դեկտեմբերի 6-ին մեր երկրում տեղի ունեցած սահմանադրական փոփոխությունների հանրաքվեին` նշելով, որ այն չէր տարբերվում նախորդ հանրաքվեներից և ընտրություններից: «Մենք շատ դժվար ենք քաղաքակրթվում, ինչը, հավանաբար, պայմանավորված է գործող համակարգով: Միգուցե, ապագայում կունենանք դրական զարգացումներ, սակայն այս պահի դրությամբ որևէ առաջընթաց դժվար է արձանագրել»,- ասաց պատգամավորը` նկատելով, որ ժողովուրդը գոհ չմնաց հանրաքվեից և դրա արդյունքից:

Օրենսդիրի գնահատմամբ՝ թերևս դրական առաջընթաց է նկատվել լրագրողների, գիտակից վստահված անձերի ու դիտորդների աշխատանքում, ովքեր փորձել են հանձնաժողովներում առավելագույնս պաշտպանել քաղաքացիների իրավունքները:

Միաժամանակ Պողոսյանը կարծիք հայտնեց, որ ներկա համակարգում հանրաքվեի արդյունքների բողոքարկումը չի կարող արդյունքներ ապահովել` հույս հայտնելով, որ իրավապահ մարմինները կարձագանքեն լրագրողների, դիտորդների դեմ տեղի ունեցած գործողություններին:

Անդրադառնալով ընդդիմադիր ուժերի գործողություններին` պատգամավորը նշեց, որ ցանկացած ուժ պետք է դասեր քաղի արդեն տեղի ունեցածից և հետագայում իր մարտավարությունը ճիշտ մշակի: «Յուրաքանչյուր ուժ ունի իր մարտավարությունը: Օրինակ` «Քաղաքացիական պայմանագիր»-ն այլ մարտավարությամբ է առաջ գնում, մյուսները` այլ»,- նշեց պատգամավորը:
