Լևոն Տեր-Պետրոսյանը հայտարարություն է տարածել, որը հրապարակվել է ilur.am-ում -ում.
Ս.թ. հոկտեմբերի 7-ին Ժնևի քաղաքային խորհուրդը որոշում է ընդունել Ադրբեջանի ռազմական ագրեսիան դատապարտելու, արցախահայության ինքնորոշման իրավունքը ճանաչելու և Ալիևների կլանի ակտիվները Շվեյցարիայում սառեցնել պարտադրելու մասին:Առաջին հայացքից կարող է հարց առաջանալ, թե նմանատիպ բազմաթիվ որոշումների շարքում ինչ կարևորություն կարող է ունենալ ինչ-որ մի քաղաքային խորհդի որոշումը: Սակայն սա միայն առաջին հայացքից: Ժնևի քաղաքային խորհրդի որոշումը պարունակում է մի ձևակերպում, որն աննախադեպ է նման հայտարարությունների շարքում: Խոսքը վերաբերում է հետևյալ կետին. «Ժնևի քաղաքային խորհուրդը ճանաչում է Լեռնային Ղարաբաղի հայության ինքնորոշման իրավունքը՝ որպես նրա անվտանգության երաշխավորման միակ հնարավորություն»:Ըստ էության, «անվտանգության երաշխավորման միակ հնարավորություն» ձևակերպումը ոչ այլ ինչ է, եթե ոչ ղարաբաղյան կարգավորման մեթոդաբանության մեջ «անջատում հանուն փրկության» դոկտրինի կիրառման անհրաժեշտության առաջին արձանագրում: Այդ դոկտրինի էությունը հետևյալն է. երբ որեւէ պետություն, իշխանությունների մակարդակով ռասայական, ազգային, կրոնական եւ այլատյացության հողի վրա սիստեմատիկաբար ոտնահարում է իր կազմում գտնվող էթնո-տերիտորիալ փոքրամասնության քաղաքացիական իրավունքները, դիմում բռնությունների, սպառնում բնաջնջմամբ կամ տեղահանությամբ, ապա միջազգային հանրությունը, այլեւս անհնարին համարելով տվյալ ժողովուրդների համակեցությունը, պարտավոր է հարկադրաբար, հանուն փոքրամասնության գոյության պահպանման, անջատել նրա զբաղեցրած տարածքը տվյալ պետությունից։Ավելորդ համարելով մտնելու մանրամասների մեջ, որոնք արտացոլված են 2016թ. մայիսի 6-ին հրապարակված իմ հոդվածում, հարկ եմ համարում ընդգծել միայն հետևյալը. այս դոկտրինի կիրառման պահանջը Ղարաբաղյան հակամարտության կարգավորման ամենահեռանկարային հնարավորությունն է, որից հայկական դիվանագիտությունն իրավունք չունի չօգտվել:
