«Փաստ» օրաթերթը գրում է

Ադրբեջանաթուրքական ագրեսիայի ողջ ընթացքում և ընդհանարապես հաճախ կարելի է լսել հարց՝ իսկ ի՞նչ է անում միջազգային հանրությունը, ինչո՞ւ չի օգնում մեզ, ինչո՞ւ չի բռնում հանցագործություն իրականացնող պետությունների ձեռքը: «Իսկ ի՞նչ է «միջազգային հանրություն» ասված անորոշ հասկացությունը. այն ուժային որոշակի հարաբերակցության ու միջազգային խաղի կանոնների շուրջ համաձայնության եկած պետությունների ամբողջություն է: Դա, իհարկե, չի նշանակում, թե այդ համայնքի անդամները չունեն իրենց՝ խիստ պրագմատիկ ու երբեմն համայնքում ընդունված խաղի կանոններին մրցակից, կամ հակասող շահեր: Ասում ենք՝ ինչո՞ւ միջազգային հանրությունը մեզ չի օգնում… Իսկ ինչո՞ւ այն մեզ առհասարակ պիտի օգնի: Մենք պետություն ենք մեր բանակով, մեր առկա ռեսուրսներով, մեր ինքնիշխանությամբ:

Եթե մենք մեզ չենք կարողանում պաշտպանել, մեր անվտանգությունը պատշաճ ապահովել, ապա ինչո՞ւ այլ պետություններ պետք է դա անեն. միջազգային հարաբերությունների համակարգում որևէ մեկը մյուսին պարտական չէ: Այստեղ աշխատում է շահի և ուժի սկզբունքը: Եվ եթե կարողանում ենք այդ շահի և ուժի սկզբունքի շուրջ դաշնակիցներ ձեռք բերել, ուրեմն հաջողում ենք, եթե ոչ, ուրեմն ձախողում ենք պետություն կառավարելու և ունենալու հեռանկարը: Մյուս կողմից՝ առնվազն պետք է հասկանալ, որ եթե մենք մեզ չենք կարողանում պաշտպանել, և այլ երկրներ են մեզ պաշտպանում, մենք նրանց առջև պարտավորություն ենք ստանձնում և ընկնում ենք քաղաքական վարկերի տակ»,- «Փաստի» հետ զրույցում ասաց քաղաքագետ Ալեն Ղևոնդյանը: Կառավարման փորձագետ, վերլուծաբան Սերոբ Անտինյանն էլ նշում է, որ միջազգային հանրությունը շատ ամորֆ, վերացական հասկացություն է. «Այստեղ գործ ունենք շատ կոնկրետ երկրների հետ։

Ուժային կենտրոններ համարվող երկրները, նրանց «սատելիտ» պետությունները, իրենց շահերից ելնելով, համապատասխանաբար դիրքավորվում են և անում հայտարարություններ։ Դրանք, որպես կանոն, շատ անատամ են, անհասցե, պարիտետային` իրենց բնույթով, ինչը խոսում է այն մասին, որ քաղաքականության մեջ մշտապես գործել է և շարունակում է գործել «եղունգ ունես` գլուխդ քորիր» ժողովրդական իմաստնությունը»:
