«Ժողովուրդ» թերթը գրում է. «Երեկ Ռուսաստանի եւ Հայաստանի արտաքին գործերի նախարարների հանդիպմանը, որ տեւել է մեկուկես ժամ, եւ որին հետեւել է համատեղ մամուլի ասուլիսը, բավականին ուշագրավ շեշտադրումներ արվեցին: Նախ՝ թե՛ Հայաստանի եւ թե՛ Ռուսաստանի Դաշնության արտաքին գործերի նախարարները բավականին կոշտ արտահայտվեցին Թուրքիայի հնարավոր միջնորդության մասին, ապա Լավրովն ընդգծեց՝ հասկանում են, որ ոչ բոլոր հարցերը պետք է արագ եւ միաժամանակ լուծվեն: Եվ այստեղ ուշագրավ էր Զոհրաբ Մնացականյանի հայտարարությունը՝ հետաքննության մեխանիզմի ներդրման հետ կապված:

Վերջինս այս առնչությամբ նշել էր. «Եթե կան մեղադրանքներ Հայաստանի կամ Լեռնային Ղարաբաղի հասցեին, մենք միշտ ենք խոսել այդ մասին՝ պետք է հետաքննության մեխանիզմներ ներդնել: Հայկական կողմերը չէ, որ հրաժարվել են այդ մեխանիզմի ներդրումից, այլ Ադրբեջանը»: Ապա Լավրովը վերահաստատեց, որ հրադարարի ռեժիմի պահպանման հարցերը շատ կարեւոր են:

«Չի կարելի ձգձգել այդ մեխանիզմների ներդրման գործընթացը, զոհվածների դիակները եւ գերիներին պետք է վերադարձնել իրենց հարազատներին», – նշեց նա: Սակայն նկատենք, որ հայկական կողմը ոչ մեկ անգամ է խոսել հետաքննության մեխանիզմների ներդրման մասին, սակայն ադրբեջանական կողմն ի սկզբանե փորձել է խուսանավել ձեռք բերված պայմանավորվածությունների կատարումից՝ ընդհուպ անգամ հերքելով նման հանձնառությունների գոյությունը ամիսներ անց՝ հունիսին:

Մասնավորապես, սահմանային միջադեպերի հետաքննության մեխանիզմների ներդրման մասին համաձայնությունը 2016 թվականի մայիսի 16-ին Վիեննայում էր ձեռք բերվել։ Ամերիկյան նախաձեռնությամբ Վիեննայում կայացած այդ հանդիպման նպատակը ոչ թե կարգավորման բուն բանակցություններն էին, այլ շփումները վերսկսելու փորձը։ Չնայած հայտարարություններին՝ Վիեննայի պայմանավորվածություններից կյանքի կոչվեց միայն մեկը. մեկ ամիս անց Սերժ Սարգսյանն ու Իլհամ Ալիեւը կրկին հանդիպեցին։

Նախաձեռնությունն այս անգամ Ռուսաստանինն էր, միջնորդն էլ՝ Վլադիմիր Պուտինը։ Հանդիպումից հետո ՌԴ արտգործնախարարը տեղեկացրեց, որ կողմերը համատեղ հայտարարության տեքստ են համաձայնեցրել՝ իրենց հավատարմությունը հայտնելով կարգավորման գործընթացին, ինչպես նաեւ պայմանավորվել են ավելացնել ԵԱՀԿ դիտորդների թիվը:

Այդ հայտարարության մեջ, սակայն, խոսք չկար հրադադարի խախտումների հետաքննության մեխանիզմի ներդրման մասին, մինչդեռ Վիեննայի հանդիպմանը, ըստ հաղորդագրության, նախագահները համաձայնության էին եկել նաեւ այդ հարցի շուրջ։ Եվ այս չորս տարիների ընթացքում այդպես էլ չի հաջողվել հասնել հետաքննության մեխանիզմների ներդրմանը, եւ կարեւոր էր, որ երեկ ՌԴ արտաքին գործերի նախարարը կրկին խոսեց այդ մասին»։
