Ե՞րբ և ո՞ր երկրի խաղաղապահները կարող են տեղակայվեն Արցախում. «Ժողովուրդ»

«Երեկ Լեռնային Ղարաբաղում խաղաղապահների տեղակայման թեման կրկին առաջին պլան մղվեց, և դրան նպաստեցին այդ մասին տարբեր հայտարարությունները: Մասնավորապես, ՀԱՊԿ գլխավոր քարտուղար Ստանիսլավ Զասը Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոյի հետ զրույցում ասել է. «Լեռնային Ղարաբաղում խաղաղապահների հարցն ակտիվ քննարկվում է ՀԱՊԿ-ում»: Ապա ՌԴ նախագահի մամուլի խոսնակ Դմիտրի Պեսկովը հայտնեց. «Լեռնային Ղարաբաղում խաղաղապահների տեղակայումը հնարավոր է միայն Հայաստանի և Ադրբեջանի համաձայնության դեպքում»:
Դրանից հետո էլ այս թեմային անդրադարձավ նաև Ադրբեջանի նախագահ Իլհամ Ալիևը՝ ասելով. «Դեռ վաղ է խոսել Լեռնային Ղարաբաղում խաղաղապահների տեղակայման մասին, չնայած այն նախատեսված է նաև հարցի կարգավորման հիմնարար սկզբունքներով»: Խաղաղապահներին երեկ անդրադարձել է նաև Ռուսաստանի արտգործնախարարության պաշտոնական ներկայացուցիչ Մարիա Զախարովան` շեշտելով, թե Լեռնային Ղարաբաղում հրադադարի հաստատման համար ռազմական գերատեսչությունների գծով պետք է մշակել անհրաժեշտ մեխանիզմներ, սակայն հավելել է, թե այսօր նման աշխատանք դեռ չի կատարվում։ Իսկ, ահա, ՀՀ վարչապետ Նիկոլ Փաշինյանը հոկտեմբերի 2-ին «Ալ Ջազիրայի» լրագրող Բերնարդ Սմիթի հարցին՝ Դուք կցանկանա՞ք տեսնել Ռուսաստանի խաղաղապահներին, օրինակ, Լեռնային Ղարաբաղում», Նիկոլ Փաշինյանը պատասխանում է. «Տեսեք, այդ հարցերը կարող են քննարկվել ավելի մեծ համատեքստում` ԵԱՀԿ Մինսկի խմբի շրջանակներում»:
Սակայն շատ կարևոր է հասկանալ, թե այդ կետին հասնելու և կողմերի համաձայնության պարագայում որ երկրի խաղաղապահները կարող են տեղակայվել և սահմանի որ մասում հատկապես: Այն պետք է պահպանի նաև Լեռնային Ղարաբաղի կողմից Հայաստանին սահմանակից հատվա՞ծը, թե՞ խոսքը միայն ղարաբաղաադրբեջանական սահմանում խաղաղապահների մասին է և, որ ամենագլխավորն է, ո՞ր երկրի խաղաղապահները պետք է լինեն դրանք:
Նկատենք՝ Ադրբեջանը նաև տարիներ առաջ էր դեմ արտահայտվել ռուսական խաղաղապահների տեղակայմանը, սակայն երեկ ՌԴ ԱԳՆ Սերգեյ Լավրովն ասել էր, թե դրանք պետք է լինեն այն երկրներից, որոնք իրենց քայլերով նպաստում կամ ցանկանում են նպաստել խաղաղության հաստատմանը: Սակայն խաղաղապահների կազմը, կարգավիճակն ու հնարավորությունները կախված են այն համաձայնագրից և վստահությունից, որ կողմերը կունենան:
Եվ սա է նաև պատճառը, որ Ադրբեջանը կողմ չի լինի խաղաղապահների անգամ ՌԴ-ից: Ռուս խաղաղապահներին դեմ են նաև Իրանը ու Թուրքիան: Միևնույն ժամանակ, կարող է առաջ քաշվել Ղազախստանից խաղաղապահների տեղակայումը, ինչն էլ արդեն կարող է անընդունելի լինել ՀՀ-ի համար՝ հաշվի առնելով ոչ միանշանակ վերաբերմունքը: Ստացվում է՝ այս հարցն էլ այնքան հեշտ լուծվողներից չէ»,-գրում է թերթը:
