Վարչապետը շնորհակալություն է հայտնել ռազմական նշանակություն ունեցող ապրանքների Թուրքիա արտահանումը կասեցնելու համար: Ընդգծվել է Լեռնային Ղարաբաղի հակամարտության կարգավորման հարցում ազգերի ինքնորոշման իրավունքի անխափան կիրառման սկզբունքային նշանակությունը:
