Ռուսաստանի Դաշնության պարտավորությունները Հայաստանի հանդեպ. «Ժողովուրդ»

«Ժողովուրդ» թերթը գրում է․
«Հայաստանի տարածքում ադրբեջանական ագրեսիայի ժամանակ մշտապես բարձաձայնվում է Հավաքական անվտանգության պայմանագրի կազմակերպության դերը, որն իր անդամ երկրի վրա ագրեսիայի դեպքում պետք է համապատասխան արձագանք ցույց տա: Սակայն, բացի ՀԱՊԿ համաձայնագրում առկա պատավորություններից, Ռուսաստանի Դաշնությունը Հայաստանի հանդեպ պարտավորություններ ունի նաեւ հայ-ռուսական պայմանագրով, որի շրջանակներում էլ Հայաստանում տեղակայված է ռուսական 102-րդ ռազմակայանը:
Այն Հայաստանում ստեղծվել է 1994թ. սեպտեմբերի 1-ին Անդրկովկասյան ռազմական օկրուգի 127-րդ մոտոհրաձգային դիվիզիայի հիման վրա: 2010թ. օգոստոսին ՌԴ նախագահ Դմիտրի Մեդվեդեւի՝ Հայաստան կատարած պետական այցի ընթացքում ստորագրվեց N5 արձանագրությունը՝ 1995թ. հայ-ռուսական պայմանագրի ժամկետի երկարաձգման մասին: Արձանագրության համաձայն՝ ռուսական ռազմակայանը Գյումրիում կտեղակայվի մինչեւ 2044թ.:
Պայմանագրի գործողության ժամկետը 25 տարի էր, իսկ արձանագրությունն այն դարձրեց 49 տարի: Բացի այդ, արձանագրության համաձայն՝ ընդլայնվում էր ռազմակայանի աշխարհագրական եւ ռազմավարական պատասխանատվության ոլորտը: Եթե մինչ այդ ռազմակայանի գործառույթները սահմանափակվում էին նախկին ԽՍՀՄ-ի արտաքին սահմաններով, ապա արձանագրության ստորագրումից հետո այդ սահմանափակումը համաձայնագրի տեքստից հանվեց:
Ռուսական կողմը Հայաստանի ռազմական անվտանգությունը համատեղ ապահովելու եւ հայկական զինուժն արդիական զինատեսակներով սպառազինմանը սատարելու պարտավորություն ստանձնեց: Նորացված պայմանագրի 3-րդ հոդվածում ասվում է. «Ռուսաստանյան ռազմակայանը Հայաստանի Հանրապետության տարածքում գտնվելու ժամանակաշրջանում, բացի Ռուսաստանի Դաշնության շահերի պաշտպանության գործառույթների իրականացումից, Հայաստանի Հանրապետության զինված ուժերի հետ համատեղ ապահովում է Հայաստանի Հանրապետության անվտանգությունը:
Նշված նպատակներին հասնելու համար ռուսական կողմը աջակցություն է ցուցաբերում Հայաստանի Հանրապետությանը արդիական եւ համատեղելի սպառազինությամբ, ռազմական (հատուկ) տեխնիկայով ապահովելու գործում»: Ստացվում է՝ բացի ՀԱՊԿ համաձայնագրից, Ռուսաստանի Դաշնությունը ՀՀ-ի նկատմամբ ունի նաեւ այլ պարտավորություններ»:
