Հոկտեմբերի 18-ին ԱԳ նախարար Զոհրաբ Մնացականյանը հեռախոսազրույց է ունեցել Էստոնիայի ԱԳ նախարար Ուրմաս Ռեյնսալուի հետ։
Հայաստանի ԱԳՆ-ից հայտնում են, որ նախարար Մնացականյանն իր էստոնացի գործընկերոջն իրազեկեց Ադրբեջանի կողմից Արցախի դեմ սանձազերծված լայնամասշտաբ պատերազմի հետեւանքով ստեղծված իրավիճակի, մարտական գործողությունների ընթացքում Ադրբեջանի կողմից իրականացվող պատերազմի հանցագործությունների մասին, որոնք արտահայտվում են խաղաղ բնակչության, քաղաքացիական ենթակառուցվածքների դիտավորյալ թիրախավորմամբ, սեփական հսկողության տակ հայտնված հայ ռազմագերիների նկատմամբ անմարդկային վերաբերմունքով եւ դաժան սպանություններով, մշակութային, կրոնական եւ պատմական կոթողների շարունակական եւ դիտավորյալ հրթիռակոծմամբ։
Գնահատելով ԵԱՀԿ Մինսկի խմբի համանախագահ երկրների ջանքները կրակի դադարեցման ուղղությամբ՝ Զոհրաբ Մնացականյանն անթույլատրելի համարեց Ադրբեջանի կողմից կրակի դադարեցման ՌԴ եւ Ֆրանսիայի միջնորդությամբ ձեռքբերված համապատասխանաբար հոկտեմբերի 10-ի եւ հոկտեմբերի 17-ի պայմանավորվածությունների բացահայտ չկատարումը։
Այս համատեքստում նախարար Մնացականյանն իր խորը մտահոգությունը հայտնեց նաեւ տարածաշրջանում տեղի ունեցող գործընթացներին Թուրքիայի բացասական ներգրավվածության առնչությամբ` ընդգծելով, որ վերջինիս ապակայունացնող գործելաոճը աղետալի հետեւանքներ կունենա տարածաշրջանային խաղաղության եւ կայունության համար։
Զրուցակիցները երկուստեք ընդգծեցին կրակի դադարեցման վերաբերյալ ձեռք բերված պայմանավորվածությունների կատարման անհրաժեշտությունը։ Նախարար Մնացականյանը վերահաստատեց Հայաստանի դիրքորոշումը կայուն եւ կրակի դադարեցման վերիֆիկացվող ռեժիմի հաստատման անհրաժեշտության վերաբերյալ։
