ԲիԲիՍի. Նախարար Մնացականյան, ինչու՞ հայկական ուժերը խախտեցին զինադադարը:
 
Զոհրաբ Մնացականյան. Մեղքը մի բարդեք մեզ վրա: Հայաստանը լիովին հավատարիմ է երեկ ձեռքբերված զինադադարի հաստատման իր պայմանավորվածությանը: Եթե դուք մեզ եք մեղադրում, ապա ես եմ հարց առաջադրում. տեղում ներդրեք վերիֆիկացիոն մեխանիզմներ, ստիպեք Ադրբեջանին համաձայնվել դրանց և այնուհետև գտեք մեղավորին: Այսպիսով, նրանք են հանցագործները: Սա է հենց Ադրբեջանի քաղաքականությունը. մեղադրանքներ հնչեցնել և ագրեսիան շարունակելու արտոնություն ստանալ: Սա այն է, ինչ նրանք անում են, անում էին ողջ ընթացքում և շարունակում են նաև հիմա. կատարյալ անհարգալից վերաբերմունք և արհամարհանք իրենց իսկ ստանձնած պարտավորությունների նկատմամբ, շարունակական ագրեսիա, քաղաքացիական բնակչության շրջանում շարունակական ավերածություններ: Սա սարսափելի է: Սա բացարձակապես անընդունելի է:

Այն ուժի մեջ է մտել կեսգիշերին: Եվ այս համաձայնագրի ուժի մեջ մտնելուց րոպեներ անց մենք արդեն իսկ արձանագրում էինք ադրբեջանական կողմի խախտումներ: Գիշերը հարաբերական անդորր է եղել: Ժամը 7:20-ին նրանք սկսել են զանգվածային հարձակողական գործողություններն Արցախի դեմ: Առավոտյան ժամը 7:20-ին տեղի ունեցած միջադեպի մասին հաղորդեցին մեր Պաշտպանության նախարարությունը և Արցախի Պաշտպանության բանակը, ինչի հիման վրա էլ մենք հանդես եկանք հայտարարությամբ: Եվ սա հստակ հաստատված է: Այս մասին մենք շատ հստակ ասել ենք. ոչ մի պարագայում մենք չենք ընդունելու որևէ մեղադրանք, ոչ մի պարագայում մենք չենք ընդունելու հավասարության նշան դնելու այս քայլերը, որոնք, ըստ էության, արտոնում են Ադրբեջանին` շարունակելու այս ագրեսիան:
