«Ժողովուրդ» թերթը գրում է. «Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) պատվիրակության անդամները, որոնք սահմանադրական փոփոխությունների հանրաքվեի ընթացքում դիտորդական առաքելություն էին իրականացնում, քվեարկության ընթացքի վերաբերյալ իրենց նախնական զեկույցում մի շարք ընտրախախտումների մասին  են գրել: Մասնավորապես, նախօրեին հրավիրված ասուլիսում դիտորդները անդրադարձել էին ընտրական ցուցակների խնդրին՝ նշելով. «Ցուցակներում ընդգրկված են մշտապես արտերկրում բնակվող կամ մահացած քաղաքացիների անուններ: Այս հանգամանքը թույլ է տալիս ենթադրել, որ ոմանք մի քանի անգամ են քվեարկել»:

Դիտորդների աչքից չէր վրիպել նաեւ ընտրակաշառքների խնդիրը. «Կան ահազանգեր այն մասին, որ տեղի է ունեցել քվեների առք, «կառուսելի» կարգով քվեարկություն եւ ճնշումներ ընտրողների վրա»: Մի խոսքով, ԵԽԽՎ դիտորդների աչքից ոչինչ չէր վրիպել, նրանք ֆիքսել էին իրականությունը:

«Ժողովուրդ»-ի տեղեկություններով՝ ՀՀ իշխանություններին այս փաստը անչափ մտահոգել է. պատվիրակության հայտարարությունը նրանց համար անակնկալ է եղել: Դրա համար էլ ԱԺ փոխխոսնակ, ԵԽԽՎ-ում հայկական պատվիրակության ղեկավար Հերմինե Նաղդալյանին հանձնարարվել է հնարավոր բոլոր ջանքերը ներդնել եւ «աշխատել», որպեսզի ԵԽԽՎ վերջնական զեկույցն ավելի մեղմ բովանդակություն ունենա:

Երեկ Հ. Նաղդալյանը եվրոպացի պատվիրակների զեկույցի առնչությամբ հայտարարություն է տարածել, որում, մասնավորապես նշել է. «Սա կարճաժամկետ եւ ոչ դիտորդական առաքելություն է եւ ի սկզբանե չի ունեցել նախընտրական միսիա, այսինքն՝ հնարավորություն ողջ տեղեկատվությունը տիրապետելու համար: Մենք այժմ պետք է իրենց կողմից նշված խնդիրների վերաբերյալ պատրաստենք մեր օրենսդրական եւ այլ տեղեկատվությունը, որպեսզի դրանց հիման վրա մեր եվրոպացի գործընկերները բյուրոյին ներկայացնեն նախատեսվելիք հուշագիրը»:

Ի դեպ, ԵԽԽՎ-ի դիտորդական առաքելությունը ղեկավարել է Շվեյցարիայի պատգամավոր Անդրեաս Գրոսը, պատվիրակության կազմում են եղել Դորիս Ֆիալանը (Շվեյցարիա) ու Ալան Միլը (Մեծ Բրիտանիա)»:
