Դեկտեմբերի 9-ը միջազգային հանրության կողմից «Ցեղասպանության հանցագործության զոհերի հիշատակի և արժանապատվության ու այս հանցագործության կանխարգելման միջազգային օր» հռչակելը ավելի շատ բարոյական կողմ ունի: Դեռ սեպտեմբերին ՄԱԿ-ի կողմից հռչակված և առաջին անգամ ցեղասպանությունների զոհերի հիշատակի օրը նշելու կարևորության վերաբերյալ  նշեց ՀՀ Ազգային ժողովի արտաքին հարաբերությունների հանձնաժողովի նախագահ Արտակ Զաքարյանը:

«Ամեն տարի այս օրը հիշեցնելու է, որ մարդկությունը քաղաքական, բարոյական և հումանիտար պարտք ունի` աշխարհում տեղի ունեցած բոլոր ցեղասպանությունների զոհերի հիշատակը հարգելու և ճանաչման միջոցով այլևս թույլ չտալու նոր ցեղասպանությունների կրկնումը», - ասաց Արտակ Զաքարյանը:

ՀՀ Ազգային ժողովի արտաքին հարաբերությունների հանձնաժողովի նախագահը հավելեց, որ ՄԱԿ-ի Գլխավոր ասամբլեայի ընդունած բանաձը միջազգային հանրության վերաբերմունքն է ընդհանրապես ցեղասպանությունների դեմ պայքարին, որը Հայաստանի նախաձեռնությամբ և 84 պետությունների համահեղինակությամբ հաստատվեց:

««Ցեղասպանության հանցագործության զոհերի  հիշատակի և արժանապատվության ու այս հանցագործության կանխարգելման միջազգային օր» հռչակելը հանձնառություն է Հայաստանի և շատ պետությունների համար` պայքարելու մարդկության անվտանգության, մարդկության գոյության և բնականոն զարգացման հնարավորությունների ապահովման համար, մարդկության դեմ ուղղված բոլոր տեսակի հանցագործությունների պատժման և դատապարտման, ինչպես նաև ժամանակակից աշխարհում դրանք կանխարգելելու համար», - նշեց Արտակ Զաքարյանը:

«Հայաստանի կողմից նախաձեռնած և ՄԱԿ-ի գլխավոր ասամբեայի կողմից Ցեղասպանությունների զոհերի հիշատակի ոգեկոչման միջազգային օր սահմանելու փաստը շատ կարևոր է: Նախ այն ևս մեկ անգամ հաստատում է, որ Հայաստանը ցեղասպանությունների դեմ համաշխարհային պայքարի առաջամարտիկն է: Դրա մասին են վկայում ցեղասպանության կանխարգելման վերաբերյալ Հայաստանի նախաձեռնությամբ ընդունված մի քանի բանաձևերը, ինչպես նաև այս տարի Երևանում անցկացված Ցեղասպանության հանցագործության դեմ գլոբալ ֆորումը»,- ասաց Հայոց ցեղասպանության թանգարան-ինստիտուտի փոխտնօրեն, պատմաբան Սուրեն Մանուկյանը:

Պատմաբանը հավելեց, որ բացի այդ, այս Ցեղասպանությունների զոհերի հիշատակման օր սահմանելը տեղավորվում է ցեղասպանությունների  կանխարգելման տրամաբանության մեջ, քանի որ կանխարգելման կարևորագույն բաղադրիչը իրազեկվացության բարձրացումն է: Նա հիշեցրեց, որ 65 տարի առաջ այս օրը՝ 1948 թ. դեկտեմբերի 9-ին ՄԱԿ ԳԱ ընդունեց Ցեղասպանության հանցագործությունը կանխելու և դրա համար պատժի մասին կոնվենցիան: Այն առաջին անգամ միջազգային իրավունք ներմուծեց «Ցեղասպանություն»՝ «Genocide» եզրը, տվեց դրա բնորոշումն իբրեւ մարդկության դեմ ծանրագույն հանց ագործություն, ինչպես նաև սահմանեց ցեղասպանությունը կանխող և դրա համար պատիժ սահմանող փաստաթուղթ:

Մոտ երկու տարի անց՝ 1951-ի հունվարի 12-ին այն ուժի մեջ մտավ: Այսօր կոնվենցիան վավերացվել է 141 երկրների կողմից:

Հայաստանում ևս դեկտեմբերի 9-ը սահմանվել է աշխարհի բոլոր ցեղասպանությունների զոհերի հիշատակի օր:
