Բանկերը կարող են ներել պատերազմի հետևանքով հաշմանդամ դարձած, զոհված, կամ անհայտ կորած անձի վարկերը, մայր գումարները, բայց պարտադրված չեն

Ազգային ժողովի արտահերթ նիստին երկրորդ ընթերցմամբ և ամբողջությամբ ընդունվեց հարկային օրենսգրքում փոփոխություններ կատարելու մասին նախագիծը, որով առաջարկվում է որ բանկերը և վարկային կազմակերպությունները կարողանան առանց հարկային հետևանքներ կրելու ներել ռազմական գործողությունների հետևանքով զոհված կամ հաշմանդամություն ձեռք բերած ֆիզիկական անձանց վարկային պարտավորությունները: Նախագիծը ներկայացրեց ֆինանսների նախարարի տեղակալ Արման Պողոսյանը:
Նա նշեց, որ առաջինից երկրորդ ընթերցմամբ ձևակերպումներն ավելի հստակեցվել են, ընդունվել է, որ առաջարկվող լուծումները կիրառելի լինեն նաև անհայտ կորած անձանց նկատմամբ:
«Խոսքը նպաստավոր հարկային միջավայրի ստեղծման մասին է, որ բանկերը և վարկային կազմակերպությունները իրենց հայեցողությամբ և ոչ թե պարտադրված լինելով, իրենց քաղաքականության շրջանակներում կարողանան առանց հարկային հետևանքներ կրելու ներել այդ վարկային պարտավորությունները»,- ասաց նա և կոչ արեց հասարակության մեջ չձևավորել չհիմնավորված սպասումներ, որ հետագայում բանկերի հետ տարակածություններ չլինեն: Նա ասաց, որ իրավական առումով հնարավոր էլ չէ նման բան պարտադրել բանկերին:
Ավելի վաղ՝ նախագիծը ներկայացնելու ժամանակ, նա նշել էր, որ սա վերաբերում է ոչ միայն տույժերին ու տուգանքներին, այլ նաև վարկի մայր գումարներին: Փոխնախարարը նշել է, որ օրենքի ընդունումից հետո հնարավորություն կընձեռվի, որ առանց հարկային հետևանքի ներել ոչ միայն հենց մարտական գործողություների մասնակցած զոհված կամ հաշմանդամություն ձեռք բերած անձանց վարկային պարտավորությունները, այլ նաև նրանց հետ առաջին փոխկապակցված անձանց՝ ծնողների՝ համատեղությամբ ապրող, զավակների՝ համատեղությամբ ապրող, և ամուսնու: «Նախագծով հնարավորություն է տրվում ներել ոչ միայն անհուսալի ճանաչված, այլ նաև դեռևս անհուսալի չճանաչված վարկերը, որոնք հաշվեկշռում են»,-ասել է նա:
Արման Պողոսյանն ասաց, որ նախագծի գաղափարախոսությունն այն է, որ հնարավորություն է ընձեռվում, որ վարկատու բանկերը և կազմակերպությունները ներեն այդ պարտավորությունները, միաժամանակ պետությունը այդ ներելու հետևանքով ստացվող հետևանքների կամ կորսվող եկամուտների բեռի մի մասը՝ հարկին համապատասխանող մասը վերցնում է իր վրա: Նա հույս հայտնեց, որ շատ ծավալով ներկրումներ կունենանք:
Նախագիծը ընդունվեց առաջին ընթերցմամբ միաձայն՝ 75 կողմ ձայնով:
