Զոհրաբ Մնացականյանի հարցազրույց է տվել Դոյչե Վելլեին: Այս մասին տեղեկացնում է ՀՀ ԱԳՆ-ն:

Հարցազրույցը ներկայացնում ենք ստորև՝

Դոյչե Վելլե. Ներկայումս մարտեր են ընթանում Լեռնային Ղարաբաղի վիճելի շրջանում, որը ղեկավարվում է էթնիկ հայերի կողմից, բայց, որը միջազգային հանրության կողմից ճանաչված է որպես Ադրբեջանի մաս: Արդեն հարյուրավոր զոհեր են արձանագրվել: Դուք մասնակցել ենք հրադադարների հաստատման շուրջ երկու միջնորդավորված բանակցություններում: Բայց մարտերն, այնուամենայնիվ, դեռ շարունակվում են: Ի՞նչ պատասխանատվություն են կրում Հայաստանը և այդ շրջանում ձեր կողմից սատարվող ուժերը շարունակվող մարտերի համար:  

Զոհրաբ Մնացականյան. Մենք լիովին հավատարիմ ենք հոկտեմբերի 10-ին Մոսկվայում արված համատեղ հայտարարությանը և հոկտեմբերի 17-ի հայտարարությանը, լիովին հանձնառու ենք հարգել հրադադարը և վերադառնալ բանակցություններին՝ հասնելու այս հակամարտության խաղաղ կարգավորմանը: Մենք լիովին հավատարիմ ենք եղել: Սակայն ադրբեջանական կողմն ընտրել է պատերազմի տարբերակը: Երկու հրադադարները խախտվել են համաձայնությունների ձեռքբերումից անմիջապես հետո, և ոչ շփման գծում, ոչ էլ այն ամբողջ տարածքում, որտեղ ընթանում է հակամարտությունը, անդորր չի հաստատվել: Մենք այսօր հանդես ենք եկել հայտարարությամբ, որում վերահաստատել ենք մեր լիակատար հանձնառությունը մեր կողմից ձեռք բերված և այդ երկու հայտարարություններում արտահայտված պայմանավորվածություններին:

Դոյչե Վելլե. Պարոն նախարար, Դուք պնդում եք, որ հավատարիմ եք: Սակայն ցանկանում եմ ուղիղ հարցնել. շաբաթ օրն  ադրբեջանական կողմը հայտնել է, որ Հայաստանի կողմից հրթիռակոծման արդյունքում մեկ գիշերվա ընթացքում 14 մարդ է զոհվել, 14 մարդ Գյանջայում՝ մեծությամբ երկրի երկրորդ քաղաքում: Դուք պնդում եք, որ հավատարիմ եք. ո՞րն է Ձեր պատասխանատվությունը: 

Զոհրաբ Մնացականյան. Թույլ տվեք դրան անդրադառնալ համապատասխան համատեքստում. հոկտեմբերի 10-ին` ժամը 12-ին, պետք է կրակի դադար հաստատվեր: Արցախի ուժերը լիովին հանձնառու էին այս համաձայնությանը, մենք զսպվածություն ենք դրսևորել, բայց ռմբակոծությունները շարունակվել են, զանգվածային հարձակումը շարունակվում էր, Արցախի մեր բնակավայրերը շարունակաբար ենթարկվում էին հրետակոծության, օդային ռմբակոծության և հրթիռակոծման, ԱԹՍ-ները ծանր հարվածներ էին հասցնում քաղաքներին և գյուղերին:

Այս պահի դրությամբ մենք ունենք 38 զոհ խաղաղ բնակիչների շրջանում, 116 ծանր վիրավոր և ավելի քան 8000 ոչնչացված ենթակառուցվածք ու անշարժ գույք:
