Հայաստանի Հանրապետության և Արցախի Հանրապետության դեմ ագրեսիվ պատերազմ սանձազերծելու և դրա ընթացքում միջազգային մարդասիրական իրավունքի կոպտագույն խախտումներ, խաղաղության և մարդկության անվտանգության դեմ ծանր հանցագործություններ կատարելու դեպքերի առթիվ հարուցված քրեական գործի նախաքննությամբ փաստական տվյալներ են ձեռք բերվել այն մասին, որ դեռևս սույն թվականի օգոստոսի սկզբից Թուրքիայի զինված ուժերի հատուկ նշանակության ստորաբաժանումների մեծաքանակ զինծառայողներ, գտնվելով Ադրբեջանի զինված ուժերում, զանգվածաբար մարտական պատրաստության դասընթացներ են անցկացրել Ադրբեջանի զինված ուժերի զինծառայողների հետ: Այս մասին տեղեկացնում է ՀՀ դատախազությունը։

Դասընթացներն անցկացվել են հատկապես լեռնային պայմաններում մարտական գործողություններ իրականացնելու հմտությունների և պատրաստվածության ձեռբերման նպատակով: Ընդ որում, անցկացվող վարժանքների, դասընթացների ընթացքում Թուրքիայի զինված ուժերի ծառայողները փոխանցել են, որ առաջիկայում հարձակում պետք է իրականացվի Արցախի մարտական դիրքերի վրա:

Սեպտեմբերի 3-ից սկսած՝ ընդհանուր զորահավաքով զորակոչվել է ադրբեջանական պահեստազորը՝ հանրությանն ապատեղեկացնելով, թե զորակոչն իրականացվում է մեկշաբաթյա զորավարժություններ անցկացնելու նպատակով, և պահեստազորն սկսել է մարտական պատրաստություն անցնել Ադրբեջանի զինված ուժերի տարբեր զորամիավորումներում:

Սեպտեմբերի 21-ից ինչպես պահեստազորի, այնպես էլ կանոնավոր բանակի զորամիավորումները տեղակայվել են Ադրբեջանի և Արցախի սահմանագծին մոտ գտնվող մարտական դիրքերում և սեպտեմբերի 26-ի լույս 27-ի գիշերը հրաման են ստացել բոլոր ուղղություններով հարձակում գործելու Արցախի Հանրապետության պաշտպանության բանակի մարտական հենակետերի վրա՝ օգտագործելով ադրբեջանական զինված ուժերում առկա բոլոր զինատեսակները:

Ընդ որում, սեպտեմբերի կեսից սկսած՝ սահմանագծի մոտ գտնվող բնակավայրերում խիտ բնակեցված ադրբեջանական բնակչության շրջանում, բնակիչների այգիներում, ինչպես նաև ծառածածկ և հնարավորինս քիչ տեսանելի այլ վայրերում տեղակայվել են հրետանային համակարգեր՝ քաղաքացիներին ներկայացնելով, թե դրանք զորավարժությունների անցկացման համար են: Սակայն պատերազմի սկսման առաջին իսկ պահից այդ համակարգերն իրականացրել են մարտական խնդիրներ:

Ստացված փաստական տվյալների համաձայն, թուրքական հատուկ նշանակության ստորաբաժանումների զինծառայողները, ըստ պլանի, անմիջականորեն մասնակցություն են ունեցել նաև ռազմական գործողությունների իրականացմանը:

Քրեական գործով նախաքննությունը շարունակվում է, ձեռնարկվում են բոլոր միջոցները կատարվածի հանգամանքների լիարժեք բացահայտման նպատակով:
