Երեւանն աջակցում է Լեռնային Ղարաբաղում դիտորդների տեղակայմանը: Ինչպես փոխանցում է «Արմենպրես»-ը, վկայակոչելով «Ռիա-նովոստի»-ն, այդ մասին ասել է Հայաստանի արտգործնախարար Զոհրաբ Մնացականյանը:

Հայաստանի ԱԳՆ ղեկավարի խոսքով՝ Երևանը միշտ աջակցել է հրադադարի ռեժիմի մշտական դիտարկման գաղափարին, որն առաջարկվել է ԵԱՀԿ Մինսկի խմբի համանախագահների կողմից 2016-ի ապրիլի սրացումից հետո: Նրա խոսքով, Հայաստանն ու Ադրբեջանը համաձայնել են ընդլայնել ԵԱՀԿ նախագահող երկրի հատուկ ներկայացուցչի դիտորդական խումբն ու ստեղծել հրադադարի ռեժիմի խախտումների դեպքերի հետաքննման մեխանիզմ:

«Սակայն, այնուհետև Ադրբեջանը հրաժարվեց կատարել այդ պայմանավորվածությունները: Սա ևս մեկ անգամ ցույց է տալիս, որ ոչ երեկ, ոչ այսօր Ադրբեջանը շահագրգռված չէ կայուն ու ստուգելի հրադադարի ռեժիմով: Բայց մեր տեսակետը չի փոխվել, և մենք աջակցում ենք դիտորդների տեղակայմանը»,- ասել է Մնացականյանը:

Ինչ վերաբերում է խաղաղապահների ներգրավմանը, նախարարը նշել է, որ Լեռնային Ղարաբաղում խաղաղապահների հնարավոր մեխանիզմում կարող են ներառվել միայն նրանք, ովքեր չեզոք դիրք են զբաղեցնում:

«Ինչը կարելի է շեշտել հենց սկզբից. ցանկացած խաղաղարար մեխանիզմ չի կարող ներառել նրանց, ովքեր խոսքով ու գործով գործում են ոչ թե չեզոք, այլ որպես հակամարտության կողմ»,- ասել է Մնացականյանը:

Նրա խոսքով՝ «խաղաղապահ գործողությունը միշտ եղել է հիմնական սկզբունքների մի մասը և, հետևաբար, հակամարտության կարգավորման կարևոր բաղադրիչը»: «Այս փուլում դժվար է առաջարկել խաղաղապահ գործողության հետ կապված պահանջների սպառիչ ցուցակ»,- ասել է նա:
