Հոկտեմբերի 30-ին ՀՀ ԱԳ նախարար Զոհրաբ Մնացականյանը Ժնեւում հանդիպել է Կարմիր խաչի միջազգային կոմիտեի տնօրեն Փեթեր Մաուերի հետ: Հանդիպման առանցքում Լեռնային Ղարաբաղի հակամարտության գոտում Ադրբեջանի կողմից սանձազերծված լայնամասշտաբ ագրեսիայի հետեւանքով ստեղծված իրադրությունն էր:
ԱԳ նախարար Զոհրաբ Մնացականյանը ԿԽՄԿ նախագահ Փեթեր Մաուերին հանգամանալից տեղեկատվություն է հաղորդել Արցախի ժողովրդի դեմ Ադրբեջանի կողմից իրականացվող ռազմական հանցագործությունների եւ միջազգային մարդասիրական իրավունքի, այդ թվում Ժնեւի կոնվենցիայի կոպտագույն խախտումների վերաբերյալ: Նախարար Մնացականյանն իր զրուցակցին ծանոթացրել է Ադրբեջանի զինված ուժերի կողմից Արցախի քաղաքացիական բնակչության եւ ենթակառուցվածքների դիտավորյալ թիրախավորման եւ դրա հետեւանքով պատճառված վնասների, նրանց նկատմամբ միջազգային կոնվենցիաներով արգելված զինատեսակների կիրառման, իր իսկ վերահսկողության ներքո հայտնված Արցախի քաղաքացիական բնակչության, ռազմագերիների նկատմամբ նվաստացուցիչ վերաբերմունքի, խոշտանգումների եւ սպանությունների փաստերին: Նախարարն ընդգծել է, որ մարդու իրավունքները եւ դրանց պաշտպանությունը համընդհանուր են՝ անկախ տվյալ տարածքի կարգավիճակից, եւ այս կապակցությամբ ցանկացած այլ մեկնաբանություն կրականապես անընդունելի է:
Անդրադարձ կատարելով Թուրքիայի՝ Հարավային Կովկասում ապակայունացնող քաղաքականությանը եւ տարածաշրջանն ահաբեկչության օջախ դարձնելու նկրտումներին՝ ԱԳ նախարարը շեշտել է, որ Ադրբեջանի կողմից սանձազերծված պատերազմում Թուրքիայի անմիջական ռազմական մասնակցությունը եւ Մերձավոր Արեւելքից օտարերկրյա զինյալ ահաբեկիչների ներմուծումը լուրջ սպառնալիք է տարածաշրջանային եւ միջազգային անվտանգությանը:
Կողմերն ընդգծել են կրակի անհապաղ դադարեցման վերաբերյալ հոկտեմբերի 10-ին, հոկտեմբերի 17-ին եւ 25-ին ձեռք բերված պայմանավորվածությունների կյանքի կոչման, ինչպես նաեւ հակամարտությունը խաղաղ ճանապարհով՝ ԵԱՀԿ Մինսկի խմբի համանախագահության շրջանակներում լուծման անհրաժեշտությունը:
ԿԽՄԿ նախագահը կարեւորել է կրակի դադարեցման շուրջ համաձայնության կյանքի կոչման եւ զոհվածների մարմինների հավաքագրման ու փոխանակման պայմանավորվածության կատարմանն ուղղված դիվանագիտական ջանքերը:
