2020 թվականի նոյեմբերի 4-ին՝ ժամը 19:30-ից 21:30-ն ընկած ժամանակահատվածում, Ադրբեջանի Հանրապետության ռազմաքաղաքական ղեկավարությունը, խախտելով 1994 թվականի մայիսի 12-ին ուժի մեջ մտած եռակողմ համաձայնագիրը, ՄԱԿ-ի Գլխավոր ասամբլեայի XXIX նստաշրջանի բանաձևով հաստատված ագրեսիվ ռազմական գործողությունների արգելքը, «Պատերազմի ժամանակ քաղաքացիական բնակչության պաշտպանության մասին» Ժնևի կոնվենցիայի, ինչպես նաև միջազգային սովորութային մարդասիրական իրավունքի համապատասխան նորմերը, պատերազմ վարելու արգելված միջոցների և մեթոդների կիրառմամբ, ազգային ատելության շարժառիթով, շատերի կյանքի համար վտանգավոր եղանակով, երկու և ավելի անձանց ապօրինաբար կյանքից զրկելու և պայթյունի եղանակով գույքի ոչնչացման դիտավորությամբ, կանխամտածված և նպատակաուղղված գրոհների թիրախ է դարձրել Հայաստանի Հանրապետության խաղաղ բնակավայրերի քաղաքացիական բնակչությանը՝ ոչ ընտրովի հարձակման օբյետներ դարձնելով խորը թիկունքում գտնվող քաղաքացիական բնակչությանը և քաղաքացիական օբյեկտները:
Մասնավորապես՝ ոտնձգելով Հայաստանի Հանրապետության տարածքային ամբողջականության դեմ, սանձազերծելով ագրեսիվ պատերազմ՝ Ադրբեջանի զինված ուժերը անօդաչու թռչող սարքեր են կիրառել Գեղարքունիքի մարզի Խաչաղբյուր, Շատջրեք, Մեծ Մասրիկ և Ակունք բնակավայրերում: Դրանք հայտնաբերվել և ոչնչացվել են ՀՀ զինված ուժերի կողմից:
Դեպքի առթիվ ՀՀ զինվորական կենտրոնական դատախազության զինվորական ծառայության դեմ ուղղված հատկապես կարևոր գործերի քննության նկատմամբ հսկողության բաժնում հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 384-րդ հոդվածի 2-րդ մասով, 390-րդ հոդվածի 1-ին մասի 1-ին կետով, 390-րդ հոդվածի 3-րդ մասի 1-ին և 2-րդ կետերով:
Քրեական գործն ուղարկվել է ՀՀ ՔԿ հատուկ հանձնարարությունների, կազմակերպական-վերլուծական և քրեագիտական գլխավոր վարչության քրեագիտական վարչություն՝ նախաքննություն կատարելու համար:
