Առաջարկվում է Զինծառայողների ապահովագրության հիմնադրամին վճարվող 1000 դրամը դարձնել 3000. տեսակետները տարբեր են․ «Փաստ»

«Փաստ» օրաթերթը գրում է
Պաշտպանության նախարարությունը հանրային քննարկման է ներկայացրել նախագիծ, որի ընդունմամբ Զինծառայողների ապահովագրության հիմնադրամին վճարվող դրոշմանիշային վճարները ամսական 1000 դրամից կբարձրացվեն ամսական 3000 դրամի։ Նախագիծը մշակվել է ՀՀ կենտրոնական բանկի կողմից՝ համագործակցելով ՀՀ պաշտպանության, ֆինանսների նախարարությունների և Զինծառայողների ապահովագրության հիմնադրամի հետ։
Նախագծի հիմնավորման մեջ նշվում է, որ դրա մշակումը պայմանավորված է 2020 թվականի սեպտեմբերի 27-ին Ադրբեջանի կողմից Արցախի Հանրապետության վրա կատարված հարձակման հանգամանքով, որի հետևանքով Զինծառայողների ապահովագրության հիմնադրամի շահառուների թիվը աճել է։ Գործող օրենքով դրոշմանիշային վճարի չափը ֆիզիկական անձանց համար կազմում է ամսական 1000 դրամ, իսկ անհատ ձեռնարկատերերի և նոտարների համար՝ տարեկան 12000 դրամ։ Եթե նախագիծն ընդունվի, ապա ֆիզիկական անձինք կվճարեն ամսական 3000 դրամ, իսկ նոտարները և անհատ ձեռնարկատերերը՝ 36000 դրամ։
Օրենքն ընդունվելու դեպքում ուժի մեջ է մտնելու 2021 թվականի հունվարի 1-ից։ Օրենքի 2-րդ հոդվածի դրույթները, որոնք վերաբերում են հիմնադրամի շահառուներին, հատուցման դեպքերին, հատուցման վճարման հիմքերին և շրջանակներին, տարածվելու են 2021 թվականի հունվարի 1-ից սկսած հաշվետու ժամանակաշրջանների համար վճարման ենթակա դրոշմանիշային վճարների վրա։ Իրավական ակտերի նախագծերի հրապարակման միասնական կայքում ՊՆ-ի այս առաջարկ-նախագիծը վերջին շրջանի ամենադիտված նախագծերից մեկն է։ Այն հայտնվել է քննարկումների կիզակետում թե՛ այս կայքում, թե՛ սոցիալական ցանցերում։
Ընդ որում, խնդիրն այստեղ բնավ երկրի պաշտպանության գործում կարևորագույն տեղ զբաղեցնող անձանց նաև այս տարբերակով օժանդակելու ցանկության բացակայությունը չէ։ Այն իրականում ավելի խորքային է: Նախագծի՝ կայքում տեղարդվելուց հետո բազմաթիվ կարծիքներ են շրջանառվում՝ սկսյալ հիացականից մինչև մտահոգություններ: Մասնավորաբար, կան կարծիքներ, որ եթե նախկինում գործ ունեինք փաստացի սիմվոլիկ գումարի հետ, ապա հիմա ցանկալի է քննարկել նվազագույն աշխատավարձ և առավելագույն աշխատավարձ ստացողների կողմից նույն 3000 դրամը գանձելը:
Մյուս կողմից՝ նախագծերի՝ հանրային քննարկման ներկայացնելու նպատակը հենց այն է, որ առկա առաջարկներն ու դիտողությունները ուսումնասիրվեն և հաշվի առնվեն մինչ ընդունելը: Հավելենք, որ երեկ ժամը 16-ի դրությամբ իրավական ակտերի հրապարակման միասնական կայքում օնլայն քվեարկության պատկերն այսպիսին էր՝ կողմ՝ 40 տոկոս, դեմ՝ 60 տոկոս: Նախագիծը հանրային քննարկման կդրվի մինչև նոյեմբերի 20-ը:
