Ինչպես կարող է Հայաստանը պայքարել Բաքվի էկոահաբեկչության դեմ

Արցախա-ադրբեջանական հակամարտության գոտում թշնամական ուժերի կողմից կիրառված քիմիական զենքի տարրեր պարունակող ֆոսֆորային զինատեսակը Արցախի անտառների ու կենսաբազմազանությանը մեծ վնասներ կհասցնի: Ադրբեջանն օգտագործում է, ըստ այս պահի տվյալների, ֆոսֆոր պարունակող զենք, որն ունի քիմիական զենքի տարրեր: Դա անում է քաղաքացիական բնակավայրերի հարևանությամբ գտնվող անտառների նկատմամբ: Բացի այն, որ տվյալ զինատեսակի կիրառությունը միջազգային մարդասիրական իրավունքի, սովորութային իրավունքի նորմերի ու սկզբունքների, Ժնեւյան կոնվենցիաների, ինչպես նաեւ ՄԱԿ-ի համապատասխան կոնվենցիաներով ու փաստաթղթերով նախատեսված դրույթների կոպտագույն խախտում է, ֆոսֆորի այդ ծավալի կիրառությունը հանդիսանում է թույն բույսերի եւ հատկապես՝ կենդանական աշխարհի համար:
Հայաստանի մարդու իրավունքների պաշտպանի հրատապ քննության արդյունքներով, Արցախի մարդու իրավունքների պաշտպանի փաստահավաք աշխատանքներով հաստատվել է ոչ միայն այս փաստը, այլ նաև պարզվել է, որ անտառներում թե՛ ցերեկային, թե՛ գիշերային ժամերին զինված հարձակումներից պատսպարվում են նաև խաղաղ բնակիչներ: Այսինքն՝ զանգվածային ոչնչացման բնույթի այս զինատեսակը ներկայումս ադրբեջանական զինված ուժերի կողմից օգտագործվում է շրջակա միջավայրի ու նաև քաղաքացիական բնակիչների դեմ: Դրա կիրառությունը նման պայմաններում միջազգային իրավունքի ակնհայտ արգելքների ներքո է:
Մեր տարածաշրջանը միջազգային առաջատար բնապահպանական կառույցների կողմից ճանաչվել է որպես աշխարհի կենսաբազմազանության թեժ կետերից մեկը, որը պետք է պահպանվի համաշխարհային մակարդակով. Հայաստանի և Արցախի տարածքը հայտնի է էնդեմիզմի բարձր մակարդակով՝ բնական կենսամիջավայր ապահովելով ավելի քան 6000 բուսատեսակների, 153 տեսակի կաթնասունների և 400 տեսակի թռչունների համար, ինչը համաշխարհային բնական ժառանգություն է: Արցախում հայտնաբերված բույսերի եւ կենդանիների հարյուրավոր տեսակներ ներառված են ինչպես տեղական Կարմիր գրքում, այնպես էլ համաշխարհային՝ IUCN/ԲՊՄՄ կարմիր ցուցակում՝ որպես անհետացման եզրին գտնվող, համաշխարհային պաշտպանության տակ գտնվող տեսակներ;
Սա ոչ այլ ինչ է, քան էկոահաբեկչություն, ահաբեկչության տեսակ, որը նույնպես ենթադրում է պատժամիջոցներ և լուրջ հետևանանքեր Ալիևի ռեժիմի համար: Սակայն, Հայաստանյան բնապահպանական ՀԿ-ները, որոնք իրավամբ մեր երկրում մշտապես եղել են ամենաակտիվներից մեկը, այսօր որոշակի պասիվություն են դրսևորում՝ ձեռքում ունենալով նման քանակի ապացույցներ: Հայաստանյան ՀԿ-ները պետք է առավել ակտիվ լինեն այս շրջանում՝ միջազգային կազմակերպություններին էկոահաբեկչության խոսուն փաստերը ներկայացնելու հարցում:
