Ռուսական Коммерсантъ պարբերականը հրապարակել է Վլադիմիր Սոլովյովի հոդվածը, որում հոդվածագիրը անդրադարձել է նոյեմբերի 9-ին Լեռնային Ղարաբաղի հարցով կնքված եռակողմ պայմանագրին, որով ռուս խաղաղապահներ են մտցվում Ղարաբաղ:

Այսպիսով, Ռուսաստանը խաղաղապահներին մտցնում է Ղարաբաղ: Հետխորհրդային տարածքում ռուս զինվորականներն առաջին անգամ չեն մասնակցում խաղաղապահ գործողությունների: Աբխազիայի, Հարավային Օսիայի և Մերձդնեստրի հակամարտող կողմերի միջև խաղաղություն հաստատելու փորձը հնարավորություն է տալիս հասկանալ, թե ինչպես են դասավորվելու գործողությունները, որոնք սկսվել են Լեռնային Ղարաբաղում և որքան կարող են դրանք տևել:

Փաստաթղթում ասվում է, որ խաղաղապահների տեղակայումը 5 տարի ժամկետով է ևս 5 տարի երկարաձգելու հնարավորությամբ, եթե կողմերից ոչ մեկը դեմ չլինի: Փորձը ցույց է տալիս, որ նման դեպքերում ժամկետը ոչ այլ ինչ է, քան պայմանականություն, որի վրա չպետք է կենտրոնանալ որպես որոշակի վերջնաժամկետ: Նախկին ԽՍՀՄ տարածքի թեժ կետերում Ռուսաստանի հովանու ներքո իրականացված կամ իրականացվող խաղաղապահ գործողություններից ոչ մեկը չի ավարտվել ռուս զինվորականների ՝ իրենց պատասխանատվության գոտուց դուրսբերմամբ:

 Մերձդնեստրյան խաղաղապահ գործողության ճարտարապետներից մեկը, չճանաչված  Մերձդնեստրի նախկին արտգործնախարար Վալերի Լիցկայը կարծում է, որ իրենց տարածաշրջանի փորձը կօգտագործվի նաև Ղարաբաղում:

 «Բոլոր հաջող քայլերն ու որոշումները կտեղափոխվեն այնտեղ: Գործողությունը կիրականացվի այնպես, որ երկու կողմերը լինեն շղթայված, խիստ հսկողության տակ, բայց միևնույն ժամանակմասնակցություն ունենան» - ասել է Լիցկայը:

Ավելի վաղ ՌԴ նախագահ Վլադիմիր Պուտինը հայտնել էր, որ ՌԴ-ն, Ադրբեջանը և Հայաստանը Ղարաբաղում ռուս խաղաղապահների տեղակայման շուրջ պայմանավորվածություն են ձեռք բերել:

Իր հերթին, ՀՀ վարչապետ Նիկոլ Փաշինյանը հայտնել էր, որ Ռուսաստանի և Ադրբեջանի նախագահների հետ ղարաբաղյան պատերազմը ժամը 01:00-ից դադարեցնելու մասին հայտարարություն է ստորագրել:

«Հայտարարության տեքստը, որ արդեն հրապարակվել է, անասելի ցավոտ է անձամբ ինձ և մեր ժողովրդի համար: Այդ որոշումը կայացրել եմ ռազմական իրադրության խորը վերլուծության և այդ իրադրությանը ամենալավը տիրապետող մարդկանց գնահատականի արդյունքում: Նաև հիմնվելով այն համոզմունքի վրա, որ ստեղծված իրավիճակում սա հնարավոր ամենալավ հանգուցալուծումն է: Այս ամենի մասին առաջիկա օրերին հանդես կգամ մանրամասն ուղերձով»,- ասել է նա:
