«Փաստ» օրաթերթը գրում է

Արցախում 44 օր տևող պատերազմական գործողություններն ավարտվեցին հայկական կողմի համար բավականին ծանրագույն, ստորացուցիչ, խայտառակ պայմաններ նախատեսող համաձայնագրով։ Պատերազմի օրերին հանրությունը հույսեր էր տածում, որ ռազմական գործողություններն այլ կերպ պետք է ավարտվեն՝ մասնավորապես Ադրբեջանին հրադադար պարտադրելու տեսքով։ Սակայն հրադադարի կնքումը լիովին անսպասելի էր մեր հասարակության համար, մարդիկ հոգեբանորեն պատրաստ չէին այն տարբերակին, որ ռազմական գործողությունների արդյունքում կարող են նման պայմաններ թելադրվել հայկական կողմին։

Պայմաններ, որ նույնիսկ ամենածանր տարբերակներում չի էլ ենթադրվել, պայմաններ, որ նույնիսկ թուրքը չէր կարող երազել: Ուստի բնական է, որ ադեկվատ հանրությունը, երկիր ու հայրենիք սիրող հանրությունը չի էլ ցանկանում համակերպվել այս իրավիճակի հետ։ Եվ մի կողմից էլ հաղթանակի սպասող հասարակության համար զարգացումների կտրուկ շրջադարձը կրքերի բորբոքման տեղիք է տալիս։ Խնդիրն այն է, որ պատերազմի ընթացքում հայկական կողմը բազմաթիվ կորուստներ և զոհեր ունեցավ՝ թե՛ մարդկային և թե՛ նյութական, և չհաշված, որ բազմահազար արցախցիներ ստիպված եղան տեղահանվել իրենց բնակավայրերից։ Եվ, բնականաբար, քաղաքացիները պետք է հարց տան, իսկ եթե այսպիսի հրադադարի պայմաններ էինք ունենալու, ապա ի՞նչ նպատակի էին ծառայում մեծ կորուստները։

Եվ սա ամենատրամաբանական հարցերից մեկն է, որ հնչում է այս օրերին: Իսկ հասարակական մթնոլորտի թեժացումը հանգեցնում է էներգետիկ պոռթկումների, և եթե մենք չկարողանանք կառավարել հանրային էմոցիոնալ ֆոնը, ապա նոր բախումները և այլ բացասական երևույթներն անխուսափելի կլինեն։ Այս իմաստով հատկանշական է, որ ամենայն հավանականությամբ պատերազմից հետո ռազմական դրության ռեժիմը որոշ ժամանակ պահպանվելու է։ Բայց խնդիրը ոչ այնքան այս յոթ օրն է, որքան առաջիկա երեք օրերը, որից հետո ընթանալու են անդառնալի գործընթացներ, որից հետո այլևս կարող ենք մեզ համարել ստորացված, բնավեր ու տնավեր, դավաճանված: Եվ այս օրերը լուրջ փորձաշրջան են մեզ բոլորիս համար։

Ու առաջին հերթին իշխանության համար, ավելի ճիշտ՝ իշխանական մեծամասնության համար, որովհետև իշխանության վերնախավ այս պահին փաստացի, որպես այդպիսին, չկա: Իշխանությունների խնդիրն է այս ժամանակահատվածն օգտագործել և փորձել մեղմացնել առկա հանրային թեժ մթնոլորտը, որը կարող է բողոքի ավելի մեծ ու ավելի թեժ դրսևորումների և նոր բախումների տեղիք տալ։ Այս յոթօրյա փորձությունը կարևոր նշանակություն ունի նաև հանրության համար։ Այս ժամանակահատվածը քաղաքացիներին հնարավորություն պետք է տա դուրս գալ էմոցիոնալ վիճակից և փորձել առավել սթափ վերլուծել իրադրությունը։ Հանրության խնդիրն է հասկանալ, թե այս պայմաններում ինչ ունենք և ինչ ենք կորցրել, ինչպես կարող է դասեր քաղել անցյալից ու ինչպես պետք է կառուցել ապագան։

Մյուս կողմից էլ հասկանալի է, որ այս իրադրությունն առանց քաղաքական հետևանքների հարց է դնում։ Եվ բնական է, որ, ըստ այդմ, քաղաքական գործընթացների ակտիվացում պետք է տեղի ունենա։ Քաղաքական ուժերն արդեն իսկ ցանկանում են վերախմբավորել առկա քաղաքական լանդշաֆտը։ Բայց գլխավոր խնդիրը, որն այսօր ծառացած է մեր առջև, այն է, որ պետք է խուսափել հանրային թշնամանքի նոր դրսևորումներից։ Մենք ունենք ընդամենը երեք օր: Միայն երեք օր՝ եզրակացություններ անելու և փրկելու երկիրը, Արցախ աշխարհը: Ուստի հարկ է, որ բոլոր ուժերն այս հարցին ադեկվատ մոտենան։
