Նոյեմբերի 12-ին նախարար Զոհրաբ Մնացականյանը հեռախոսազրույցներ ունեցավ ՌԴ ԱԳ նախարար Սերգեյ Լավրովի, Ֆրանսիայի ԱԳ նախարար Ժան-Իվ Լը Դրիանի և ԱՄՆ պետքարտուղարի տեղակալ Սթիվեն Բիգանի հետ: 

Մտքեր փոխանակվեցին Հայաստանի Հանրապետության վարչապետի, Ադրբեջանի Հանրապետության նախագահի և Ռուսաստանի Դաշնության նախագահի նոյեմբերի 10-ի համատեղ հայտարարությանը հաջորդած իրադրության շուրջ: Այս առնչությամբ նախարար Մնացականյանն ընդգծեց, որ վերոնշյալ հայտարարությունն ուղղված է հրադադարի հաստատմանը և Արցախում խաղաղապահների տեղակայմանը և չի կարող համարվել Լեռնային Ղարաբաղի հիմնախնդրի համապարփակ հանգուցալուծում: 

ՀՀ ԱԳ նախարարը և ԵԱՀԿ Մինսկի խմբի համանախագահ երկրների բարձր ներկայացուցիչներն անդրադարձան նաև Արցախի դեմ Ադրբեջանի կողմից սանձազերծված պատերազմի ծրագրման, հրահրման և իրականացման գործում Թուրքիայի առանցքային դերին, որն արտահայտվեց ինչպես ռազմական գործողություններում անմիջական ներգրավվածությամբ, այնպես էլ՝ հակամարտության գոտի օտարերկրյա զինյալ ահաբեկիչների ներգրավման ձևով: Նա հստակ ընդգծեց Արցախում իրականացվելիք խաղաղապահ գործողություններում Թուրքիայի որևէ դերակատարության բացառումը՝ չնայած այդ ուղղությամբ վերջինիս կողմից ձեռնարկվող քայլերին:

Նախարար Մնացականյանը կարևորեց թուրք-ադրբեջանական ագրեսիայի արդյունքում Արցախում ստեղծված մարդասիրական ճգնաժամի հասցեագրման ուղղությամբ միջազգային հանրության կողմից տեղում շուտափույթ քայլերի ձեռնարկումը:

Հայաստանի արտաքին քաղաքական գերատեսչության ղեկավարը խորը մտահոգություն հայտնեց Արցախի՝ ադրբեջանական օկուպացիայի տակ հայտնված տարածքներում հայկական պատմամշակութային ժառանգության ճակատագրի առնչությամբ: Նախարար Մնացականյանն ընդգծեց, որ միջազգային հանրությունը քաջատեղյակ է հայկական ժառանգության նկատմամբ Ադրբեջանի կողմից ցուցաբերված բարբարոսական վերաբերմունքի մասին, որի արդյունքում ո՛չ Նախիջևանում, ո՛չ բուն Ադրբեջանի տարածքում և ո՛չ էլ Արցախի՝ առաջին արցախյան պատերազմի ժամանակ ադրբեջանական օկուպացիայի տակ հայտնված տարածքներում հիմնովին ոչնչացվել են հայկական ժառանգության կոթողները: 

Զրուցակիցներն ընդգծեցին ԵԱՀԿ Մինսկի խմբի համանախագահության գործունեության շարունակականության ապահովման կարևորությունը՝ որպես միջնորդության միջազգային մանդատ ունեցող միակ ձևաչափ: Այս առնչությամբ նախարար Մնացականյանն ընդգծեց, որ ԼՂ խաղաղ գործընթացին վերաբերող բոլոր հարցերը ենթակա են քննարկման բացառապես ԵԱՀԿ Մինսկի խմբի համանախագահության շրջանակներում, և հենց այս ձևաչափում է, որ լիարժեքորեն հասցեագրվելու են արցախահայության շահերը: Որպես առաջնահերթություն՝ ԱԳ նախարարը շեշտեց Արցախի կարգավիճակի և արցախահայության համապարփակ անվտանգության լիարժեք երաշխավորման անհրաժեշտությունը:
