Գերմանիայի Բունդեսթագի արտաքին քաղաքականության հարցերի կոմիտեի անդամ Ռենատա Ալտը հայտարարել է, որ «Այն բանից հետո, երբ գերմանական կառավարությունը սպասեց հակամարտության թեժ փուլի ավարտին, հիմա Գերմանիան եւ ԵՄ-ն պետք է վերջապես նախաձեռնություն ստանձնեն եւ նպաստեն ԵԱՀԿ Մինսկի խմբի շրջանակում Լեռնային Ղարաբաղի կարգավիճակի շուրջ բանակցությունների  վերսկսմանը»։

Բունդեսթագի Ձախ կուսակցության խմբակցության պատգամավոր Սեւիմ Դագդելենը կարծում է, որ ռազմական գործողությունների դադարեցմանը հասնելուց հետո անհրաժեշտ է «ապահովել տարածաշրջանի հայ բնակչության պաշտպանությունը վտարումից եւ փախստականներին վերադառնալու հնարավորությունը»։

Ռազմական գործողությունների դադարեցման եռակողմ հայտարարությունը հարցեր է առաջացրել Մինսկի խմբի համանախագահներ ԱՄՆ-ի ու Ֆրանսիայի արտաքին քաղաքական գերատեսչություններում, որտեղ նշել են, որ հետեւելու են դրա կատարմանը եւ դրել են Լեռնային Ղարաբաղի հայ բնակչության իրավունքների հարցը։ Եվրամիության առաջատար Գերմանիայում այս հարցին առայժմ անդրադարձել են արտաքին քաղաքականության կոմիտեում։

Եռակողմ փաստաթուղթը, ավելի ճիշտ՝ ռուս-թուրքական համաձայնությունը չի ենթադրում հայ բնակչության իրավունքները, ավելին, չի ենթադրում որեւէ կարգավիճակ։ Այս առումով, Հայաստանը մեծ ճիգեր պետք է գործադրի այդ ուղղությամբ։ Այսօր ԱԳ նախարար Զոհրաբ Մնացականյանը հեռախոսազրույցներ է ունեցել Մինսկի խմբի համանախագահ երկրների ԱԳ նախարարների հետ եւ բարձրացրել Ղարաբաղի կարգավիճակի ու անվտանգության խնդիրը, ինչպես նաեւ տեղահանված բնակչության վերադարձի հարցը։

Ղարաբաղի կարգավիճակի հարցը միջազգային խնդիր է, ինչը հնարավորություն է Հայաստանի համար։
