«Ժողովուրդ» թերթը գրում է.

«Ռուսական պատվիրակությունը այսօր՝ նոյեմբերի 13-ին, կայցելի Թուրքիա՝ Լեռնային Ղարաբաղում համատեղ դիտորդական կենտրոն ստեղծելու շուրջ բանակցությունների համար։ Նախօրեին Ռուսաստանի եւ Թուրքիայի պաշտպանության նախարարները հուշագիր էին ստորագրել Լեռնային Ղարաբաղում հրադադարի վերահսկողության համատեղ կենտրոն ստեղծելու մասին։

Ռուսաստանի ռազմական գերատեսչության տարածած հաղորդագրության համաձայն՝ համատեղ կենտրոնը գտնվելու է Ադրբեջանի տարածքում, կենտրոնը պետք է հետեւի հրադադարի ռեժիմի պահպանմանը, տեղեկություն հավաքի, ամփոփի եւ ստուգի հրադադարը խախտելու մասին ամբողջ տեղեկությունը։

Իսկ Ռուսաստանի արտգործնախարար Սերգեյ Լավրովը երեկ խոսեց նաեւ Ղարաբաղի կարգավիճակի մասին` ասելով, որ անհրաժեշտ է քննարկել կարգավիճակի հետ կապված բոլոր հարցերը` հաշվի առնելով բոլոր մարդկանց իրավունքները, այնտեղ ապրող մարդկանց, եւ այն մարդկանց, որ այնտեղ ապրել են եւ պետք է վերադառնան:

Հիշեցնենք` նոյեմբերի 10-ին ստորագրված փաստաթղթում Լեռնային Ղարաբաղի կարգավիճակի մասին որեւէ խոսք չկա: Իսկ դրան զուգահեռ ՀՀ ԱԳՆ-ն էլ երեկ խոսեց Մինսկի խմբի ֆորմատի պահպանման մասին եւ այդ շրջանակներում հետագա քայլերը կատարելու, ընդ որում՝ այս հարցը կարեւորել են նաեւ համանախագահ մյուս երկրներ Ֆրանսիան եւ ԱՄՆ-ն:

«Զրուցակիցներն ընդգծեցին ԵԱՀԿ Մինսկի խմբի համանախագահության գործունեության շարունակականության ապահովման կարեւորությունը՝ որպես միջնորդության միջազգային մանդատ ունեցող միակ ձեւաչափ:

Այս առնչությամբ նախարար Մնացականյանն ընդգծեց, որ ԼՂ խաղաղ գործընթացին վերաբերող բոլոր հարցերը ենթակա են քննարկման բացառապես ԵԱՀԿ Մինսկի խմբի համանախագահության շրջանակներում, եւ հենց այս ձեւաչափում է, որ լիարժեքորեն հասցեագրվելու են արցախահայության շահերը:

Որպես առաջնահերթություն՝ ԱԳ նախարարը շեշտեց Արցախի կարգավիճակի եւ արցախահայության համապարփակ անվտանգության լիարժեք երաշխավորման անհրաժեշտությունը», – ասված է հայտարարության մեջ:

Այսինքն՝ սա ամենեւին էլ Ղարաբաղյան հարցի կարգավորում չէր, սա, ըստ էության, սկիզբն էր, եւ առաջիկայում հարցը պետք է կարգավորվի արդեն բանակցությունների միջոցով»:
