Միացյալ Նահանգները, լինելով ԵԱՀԿ Մինսկի խմբի համանախագահներից մեկը, ողջունում է ակներև հրադադարի հաստատումը եւ մարտական գործողությունների դադարեցումը Լեռնային Ղարաբաղի հակամարտության գոտում։

Այս մասին ասված է Լեռնային Ղարաբաղում և դրա շուրջ առկա հակամարտության առնչությամբ ԵԱՀԿ-ում ԱՄՆ մշտական ներկայացուցիչ դեսպան Ջեյմս Ս․ Գիլմոր III-ի հայտարարությունում: Դեսպանի խոսքով՝ մշտապես ասվել է, որ այս հակամարտությունը չունի ռազմական լուծում: Ցավակցություն հայտնելով վերջին շրջանի գործողությունների հետևանքով կորսված կյանքերի համար, այդ թվում և քաղաքացիական անձանց շրջանում, դեսպանն ընդգծել է, որ իրավիճակի զարգացման և նոյեմբերի 10-ին ձեռք բերված համաձայնության մասին ավելին իմանալուն զուգընթաց  պետք է անդրադարձ կատարվի թափանցիկ խաղաղության ապահովման հարցում միջազգային հանրության և ԵԱՀԿ-ին վերապահվող դերակատարմանը։

 

«Տեղում տիրող հումանիտար իրավիճակը բոլորիս համար խիստ մտահոգիչ է։ Մենք վերահաստատում ենք կողմերին երկուստեք ուղղված հրատապ կոչերը՝ հետևելու հոկտեմբերի 10-ի հումանիտար հրադադարի պայմանավորվածությանը, որը կողմերը վերահաստատել էին հոկտեմբերի 17-ին, ապա նաեւ հոկտեմբերի 25-ին։ Մենք նաև կողմերին երկուստեք կոչ ենք անում անհապաղ ձեռնարկել հոկտեմբերի 29-ին Ժնեւում համաձայնեցված քայլերը։ Մենք կողմերին կոչ ենք անում պաշտպանել քաղաքացիական անձանց ու քաղաքացիական կառույցները։ Քաղաքացիական անձանց, այդ թվում խոցելի խմբերի՝ տարեցների ու երեխաների մասշտաբային տեղահանությունները գլոբալ համավարակի ընթացքում եւ ձմռան նախաշեմին գրեթե անկասկած հանգեցնելու են անհարկի հումանիտար ճգնաժամի։ Կողմերին կոչ ենք անում զերծ մնալ այնպիսի գործողություններից, որոնք կարող են հանգեցնել բախումների վերսկսման, խուսափել հրահրիչ հռետորաբանությունից և գործողություններից, օգտագործել բախումների դադարեցման ընձեռած հնարավորությունը տևական խաղաղություն կերտելու նպատակով։ Արտաքին ուժերին հորդորում ենք գործել պատասխանատու կերպով և խուսափել այնպիսի գործողություններից, որոնք կարող են նոր բախումներ հրահրել կամ առավել սրել տարածաշրջանային լարվածությունները»,- ասված է դեսպանի հայտարարությունում։

Դեսպան Ջեյմս Ս․ Գիլմոր III-ն ընդգծել է, որ այս հակամարտությունը չափից դուրս երկար է շարունակվում։ Հակամարտության ազդեցության գոտում ու տարածաշրջանում գտնվող մարդիկ շատ բարձր գին են վճարում դրա համար։ Նա հույս է հայտնել, որ տևական խաղաղությունն իրենց տեսադաշտում է։ Դեսպանը վստահություն է հայտնել, որ Մինսկի խումբը պատրաստ կլինի մասնակցել Լեռնային Ղարաբաղում կայուն ու հարատև խաղաղության հաստատմանը:
