ՌԴ ԱԳ նախարար Լավրովը դրա մասին բաց խոսեց դեռ հոկտեմբերի սկզբին, օրեր հետո նույն առաջարկի մասին խոսեց ՌԴ նախագահ Պուտինը։ ՀՀ վարչսպետը ՉԸՆԴՈՒՆԵՑ։
Այդ ժամանակ դեռ խոսք էր գնում 5+2 շրջանի մասին՝ Բերձորի միջանցքով և քննարկման ենթակա մի շարք դրույթներով։
Դուք ինձանից շատ-շատ լավ գիտեք այդ պահի դրությամբ զոհերի, մեր տարածքային կորուստների մասին. համոզված եմ, որ ամենօրյա ռեժիմով նաև իրադրության վիճակ եք փոխանցել վարչապետին։
Ցավոք, վարչապետը ժամանակին չլսեց ձեր հորդորները, չգիտակցեց ձեր տված իրադրային գնահատականները, չկանխեց Արցախի տարածքների կորուստներն ու մարդկային զոհերը և միայն պատերազմի 43-44-րդ օրը որոշում կայացրեց, երբ արդեն կորցրել էինք Ջեբրայիլը, Ֆիզուլին, Զանգելանը, Կուբաթլուն, Հադրութի շրջանը (բացառությամբ մի գյուղի), հատվածներ, գյուղեր Ասկերանի և Մարտունու շրջաններից, Թալիշն ու որոշ վերապահումներով Մատաղիսը։ Կորցրել էինք բերդաքաղաք Շուշին։
Ստորագրված ողբերգական փաստաթղթով մինչև դեկտեմբերի 1-ը Ադրբեջանին կհանձնվի մեր անառիկ Շահումյանի շրջանը՝ Քարվաճառ շրջկենտրոնով, Աղդամն ու Քաշաթաղը, էլ չեմ խոսում Ադրբեջանից Նախիջևան միջանցքի և ստորագրված փաստաթղթի այլ վտանգավոր դրույթների մասին։
Հիմա այս նույն վարչապետը փորձում է արդարանալ։ Արցախի նախագահն ու ՀՀ վարչապետը թեման փորձում են ջարդել զինված ուժերի գլխին։
Մենք չենք կարող սա թույլ տալ, մենք չենք կարող թույլ տալ՝ վարկաբեկելու մեր բանակը, մենք թույլ չենք տա նեղացնելու մեր սպաներին, պայմանագրայիններին, ժամկետայիններին, պահեստազորին և աշխարհազորայինին։ Ինչ խնդիր եղել է, դուք լավ գիտեք դրա պատճառները։
Դուք ինձանից լավ գիտեք, որ պատերազմը, ՀՀ և Արցախի անվտանգային վտանգները ընդհանրապես չեն նվազել, իսկ միջնաժամկետ և երկարաժամկետ կտրվածքով աճել։
Այս պայմաններում մենք՝ բանակի և մեր երկրի անվտանգության մասին մտահոգ, զբաղվող քաղաքացիներս պետք է աջակցենք բանակի ապաքինմանը, մշակենք վերքերը, հոգ տանել մեր զոհվածների ընտանիքների մասին, արժանին մատուցել այն անձանց, ովքեր փառքով անցան պատերազմի քննությունը։
