Ես չեմ կարող մեկնաբանել նոյեմբերի 9-ին երեք պետությունների ղեկավարների կողմից ստորագրված փաստաթղթի բովանդակությունից առանձնացված հատվածները։ Այդ հայտարարության մեջ ասված է ամեն ինչ, ինչի մասին պայմանավորվել ենք։ Այն, ինչ ավելացվում է այս կամ այն ղեկավարի կողմից, տվյալ ղեկավարի պատասխանատվության տակ է։ Այս մասին հայտարարել է ՌԴ ԱԳ նախարար Սերգեյ Լավրովը։

«Ռուսաստանի Դաշնությունը՝ մենք, այդ փաստաթուղթը վերաշարադրելու փորձ չենք տեսնում։ Եթե ես ճիշտ եմ հասկանում, Հայաստանում հիմա ծանր բանավեճեր են ընթանում։ 17 կուսակցություն, որոնք միավորվել են, որպեսզի պաշտպանեն իրենց երկրի շահերը, միանշանակ հրաժարվել են այդ փաստաթուղթը վերաշարադրելու որևէ փորձից։ Մենք ելնում ենք դրանից, և կանենք ամեն ինչ, որպեսզի այդպիսի փորձեր տեղի չունենան»։

Ինչ վերաբերում է հայ և ադրբեջանցի փախստականներին, ապա Լավրովը նշել է, որ նրանք պետք է վերադառնան իրենց ավանդական բնակավայրեր, միջազգային հումանիտար իրավունքով, անվտանգության ապահովմամբ և կամավոր․ «Եվ իհարկե նրանց պետք է ցուցաբերվի օգնություն նախկին բնակավայրերում վերաբնակեցնելու հարցում, առավել ևս, երբ այդ տարածքներում եղել են ռազմական գործողություններ և պահանջվում են վերականգնողական աշխատանքներ»։

ՌԴ արտգործնախարարը ևս մեկ անգամ շեշտել է, որ միջազգային կազմակերպությունները կարող են իրենց դերը խաղալ այս հարցում․ «Մենք ամեն կերպ կնպաստենք դրան։ Կարևոր է հնարավորինս արագ օգնել այն մարդկանց, ովքեր ցանկանում են տուն վերադառնալ, և դա անել հնարավորինս անվտանգ և հարմար իրավիճակում»։
