Ռուսաստանի Դաշնության բարձրագույն ղեկավարության գործադրած ջանքերի և իրականացրած գործողությունների շնորհիվ հաջողվեց կանգնեցնել արյունահեղությունն ադրբեջանա-ղարաբաղյան հակամարտության գոտում։ Այս մասին իր ֆեյսբուքյան էջում գրել է ԱՀ նախագահ Արայիկ Հարությունյանը:

Ռուսաստանի Դաշնության բարձրագույն ղեկավարության գործադրած ջանքերի և իրականացրած գործողությունների շնորհիվ հաջողվեց կանգնեցնել արյունահեղությունն ադրբեջանա-ղարաբաղյան հակամարտության գոտում։ Մենք երախտագիտություն ենք հայտնում Ռուսաստանի Դաշնությանը և հատուկ շնորհակալություն՝ Ռուսաստանի նախագահ Վլադիմիր Վլադիմիրի Պուտինին՝ իրավիճակի կայունացմանն ուղղված միջնորդական ջանքերի և կրակի դադարեցման ու պատերազմի կանգնեցման, մեր տարածաշրջանում խաղաղության ու կայունության վերականգնման գործում ցուցաբերած աջակցության համար։

Ռուսաստանի Դաշնության նախագահի հրամանագրի համաձայն՝ մեր հանրապետության տարածքում տեղակայվել են ռուսական խաղաղապահ ուժերը։ Այս պահին ռուսական խաղաղապահ զորակազմն արդեն ավարտել է տեղակայման գործընթացը և անցել իր առջև դրված խնդիրների իրականացմանը՝ դառնալով կայունացման կարևոր գործոն հանրապետության շուրջ ստեղծված բարդ իրավիճակում։

Արդյունավետ համագործակցություն է հաստատվել Լեռնային Ղարաբաղում ռուսական խաղաղապահ զորակազմի հրամանատարական կազմի հետ՝ գեներալ-լեյտենանտ Ռուստամ Մուրադովի գլխավորությամբ։ Խաղաղության, կայունության և մեր քաղաքացիների անվտանգության պահպանմանն ուղղված հիմնական խնդիրների լուծումը խաղաղապահ զորակազմի անձնակազմից պահանջում է բարձր արհեստավարժություն և տոկունություն, որը երբեմն կարող է վտանգ ներկայացնել կյանքի համար։ Ուզում եմ մեր ժողովրդի անունից երախտագիտություն հայտնել իրավիճակի կայունացման, խաղաղության հաստատման և պահպանման համար նպաստավոր պայմանների ստեղծմանն ու տարբեր խնդիրների լուծմանն ուղղված աշխատանքի և գործադրած ջանքերի համար։

Բարձր գնահատելով Ռուսաստանի Դաշնության ներդրումն ու ջանքերն՝ ուղղված իրավիճակի կայունացմանը՝ ուզում եմ հատուկ շնորհակալություն հայտնել Արցախի բնակիչների ճակատագրի նկատմամբ դրսևորած սրտացավ վերաբերմունքի, ցուցաբերած հումանիտար աջակցության և Արցախի Հանրապետության վերկանգնման ու զարգացման գործում ակտիվ մասնակցության համար։ Հումանիտար խնդիրների լուծմանը նպաստելու և քաղաքացիական ենթակառուցվածքները վերականգնելու նպատակով ստեղծվում է Հումանիտար արձագանքման միջգերատեսչական կենտրոն։ Ռուսաստանի Դաշնության պաշտպանության նախարարի հրամանով՝ Լեռնային Ղարաբաղում հումանիտար բոլոր խնդիրների համալիր լուծման համար Հումանիտար արձագանքման միջգերատեսչական կենտրոնի կազմում ձևավորվում են հինգ հավելյալ կենտրոններ։ Ռուս զինծառայողներն ուղեկցում են մեր քաղաքացիներին, որոնք մինչ այդ տարհանվել են իրենց բնակավայրերից, ապահովում են հումանիտար բեռնափոխադրումների անվտանգությունը։ ԱԻՆ առաջին հումանիտար շարասյունն արդեն ժամանել է Լեռնային Ղարաբաղ։

Մեր երախտագիտությունն ենք հայտնում նաև Ռուսաստանի Դաշնության նախագահին անձնական ակտիվ ջանքերի համար՝ ուղղված Արցախի Հանրապետության տարածքում գտնվող պատմամշակութային կոթողների, հոգևոր սրբավայրերի պաշտպանությանը, որոնք կարևոր նշանակություն ունեն ինչպես մեր ժողովրդի համար, այնպես էլ համաշխարհային ժառանգության մեջ տարբեր մշակույթների ինքնակայության պահպանման գործում»։
