«Ժողովուրդ» թերթը գրում է.
Արցախում պատերազմի ավարտից հետո հակասական տրամադրություններ են: Քաղաքական ուժերի ներկայացուցիչները պահանջում են Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանի հրաժարականը:
Միեւնույն ժամանակ, Արցախի Հանրապետության Սահմանադրության 96-րդ հոդվածի համաձայն, Արցախի նախագահին դեռ չեն կարող խորհրդարանում անվստահություն հայտնել:
Արցախի Սահմանադրության 96-րդ հոդվածն ասում է. «Հանրապետության նախագահին անվստահություն կարելի է հայտնել նրա կողմից պաշտոնը ստաձնելուց ոչ շուտ, քան մեկ տարի հետո: Եթե հանրապետության նախագահին անվստահություն հայտնելու մասին Ազգային ժողովի որոշման նախագիծը չի ընդունվում, ապա նման նախագիծ կարող է ներկայացվել ոչ շուտ, քան մեկ տարի հետո»:
Հիշեցնենք, որ Արայիկ Հարությունյանը նախագահական ընտրությունների երկրորդ փուլում հաղթանակ տարավ 2019 թվականի ապրիլի 15-ին, իսկ լիազորություններն ուժի մեջ մտան այս տարվա մայիսի 21-ին՝ երդման արարողությունից հետո: Ստացվում է՝ խորհրդարանում Արայիկ Հարությունյանին չեն կարող անվստահություն հայտնել, քանի որ Հարությունյանը դեռեւս անձեռնմխելի է, եւ խորհրդարանում կարող են այդ հարցը բարձրաձայնել միայն մեկ տարի հետո՝ 2021 թվականի մայիսին:
Այսինքն՝ Արցախում իշխանափոխության հեռանկարը միայն կարող է լինել նախագահի հրաժարականի պարագայում։ Այլ տարբերակ ուղղակի օրենսդրությամբ նախատեսված չէ»:
