«Նախարարություններին‚ պետական կազմակերպություններին հանձնարարական է տրվել` կազմել և շատ կարճ ժամկետում ներկայացնել վեցամսյա գործողությունների պլան։ Յուրաքանչյուր ոլորտի պատասխանատուները կետ առ կետ պետք է ձևակերպեն այն ակնկալիքներն ու արդյունքները‚ որ սպասում են առաջիկա կես տարում։ Եվ այդ ձևակերպումները պետք է համապատասխանեցվեն վարչապետ Նիկոլ Փաշինյանի հրապարակած վեցամսյա ճանապարհային քարտեզին։
Պետական կառույցներում‚ իհարկե‚ այս հանձնարարությանը վերապահումով, ավելի ճիշտ, քմծիծաղով են վերաբերվում։ Բոլորը շատ լավ հասկանում են‚ որ գործող կառավարությանն ընդամենը հաշված օրեր են մնացել‚ և ձևականորեն թուղթ են սևացնում՝ վերադասին ինչ-որ բան ներկայացնելու համար։ Անգործության մատնված պետական օղակները չգիտեն անգամ‚ թե ինչ ճակատագիր է սպասում իրենց ծրագրերին։ Չեն պատկերացնում իրենց մի քանի օրվա աշխատանքային պլանները‚ ուր մնաց կես տարվա ճանապարհային քարտեզ ուրվագծեն։
Գործադիր իշխանության անցած երկուսուկես տարվա աշխատանքը հանգեցրեց կատարյալ կոլապսի։ Այս ռեսուրսներով‚ պետական մտածողության բացակայությամբ‚ համազգային վստահության զրոյական մակարդակով կառավարությունն ինչպե՞ս կարող է կես տարում որևէ արդյունք գրանցել։ Պետական ապարատի հին կադրերը սա շատ լավ հասկանում են‚ հասկանում են նաև‚ որ ղեկավարությունն այսպիսով փորձում է աշխատանքի կամ գոյության պատրանք ստեղծել»,-գրում է թերթը:
