Մարդու իրավունքների պաշտպան Արման Թաթոյանը նոյեմբերի 27-ին աշխատաքային քննարկում է ունեցել Human Rights Watch կազմակերպության Եվրոպայի և Կենտրոնական Ասիայի տարածաշրջանային տնօրենի տեղակալ Տանյա Լոքշինայի հետ:
Արման Թաթոյանը տեղեկացրել է, որ Ադրբեջանի իշխանություններն արհեստական ձգձգում են ինչպես պատերազմական գործողությունների ընթացքում, այնպես էլ այդ գործողությունների առաջ ու դրանց ավարտից հետո Ադրբեջանում գտնվող հայկական կողմի գերիների վերադարձի և դիերի փոխանակման գործընթացները:
Ադրբեջանը սրանով նպատակ ունի դիտավորությամբ հայ հասարակությունում ստեղծել անորոշության ու լարվածության մթնոլորտ, խաթարել հասարակության հոգեկան անձեռնմխելիությունը, հոգեկան տառապանքներ պատճառել մահացած զինծառայողների, անհետ կորածների ու գերիների ընտանիքների անդամներին:
Այս ամենը, ըստ Արման Թաթոյանի, Ադրբեջանում հայատելության կազմակերպված քարոզի, խոշտանգումների ու անմարդկային վերաբերմունքի համակարգված քաղաքականության անբաժան մասն է:
Ավելին, խոշտանգումներ ու դաժանություններ կատարողներն ու դրանց տարածումը խրախուսվում է:
Ստեղծված պայմաններում գերիների ազատ արձակումը և նրանց անվտանգ վերադարձի ապահովումը, դիերի փոխանակումը րոպե առաջ, հրատապ լուծում պահանջող խնդիր է։
Հանդիպման ընթացքում Մարդու իրավունքների պաշտպանն ընդգծել է իր այն եզրակացությունը, որ Արցախի խաղաղ բնակչությանը թիրախավորելն ու նրանց նկատմամբ արգելված զինատեսակներ կիրառելը, վարձկան ահաբեկիչների ներգրավումը, հայատյացությունն ու համատարած վայրագություններն ու անմարդկային վերաբերմունքը, դաժանությունները վկայում են Արցախում ահաբեկչական մեթոդներով էթնիկ զտումներ իրականացնելու ադրբեջանական քաղաքականության մասին, որը շարունակվում է մինչ օրս:
Պաշտպանը շնորհակալություն է հայտնել Human Rights Watch կազմակերպությանն այն բանի համար, որ հատուկ զեկույցով հաստատվել էր քաղաքացիական բնակչության նկատմամբ Ադրբեջանի կողմից կասետային արգելված զինատեսակների կիրառության փաստը:
