ՀՀ վարչապետ Նիկոլ Փաշինյանը նոր գրառում է կատարել. «Հոկտեմբերի 20-ին Արցախի երկրորդ և երրորդ նախագահներ Արկադի Ղուկասյանն ու Բակո Սահակյանը առաջարկեցին Հայաստանի և Արցախի ներկա և նախկին ղեկավարների հանդիպում կազմակերպել, որը պատերազմի օրերին կլինի ազգային միասնության արտահայտում: Որոշ քննարկումից հետո համաձայնվեցի: Պայմանավորվեցինք, որ երբ իրենք ազդանշան տան, որ Հայաստանի պաշտոնաթող նախագահները պատրաստ են, ես կկազմակերպեմ հանդիպումը:
     Արկադի Ղուկասյանը և Բակո Սահակյանը մեր հաջորդ հանդիպմանը ասացին, որ գաղափարին մի նրբություն է ավելացել. Լևոն Տեր-Պետրոսյանը և Ռոբերտ Քոչարյանը ուզում են մեկնեն Մոսկվա, այնտեղ բարձր մակարդակի հանդիպումներ ունենան և մեր հանդիպումը կազմակերպվի նրանց վերադարձից հետո և մի տեսակ դառնա տեղեկատվության համադրման, իրադրության ավելի ինֆորմացված քննարկման միջոցառում:
     Ասացի, որ դեմ չեմ գաղափարին, նույնիսկ պետական ինքնաթիռը կտրամադրեմ, թող մեկնեն, հանդիպումներ ունենան, վերադառնան: Արցախի պաշտոնաթող նախագահները, սակայն, իմ համաձայնությունից հետո ևս մեկ հարց բարձրացրին. ասացին, որ անհրաժեշտ է, որ ես միջնորդեմ ՌԴ նախագահ Վլադիմիր Պուտինին, որ նա ընդունի Լ. Տեր-Պետրոսյանին և Ռ. Քոչարյանին, որպես հատուկ բանագնացներ:
     Պատասխանեցի հետևյալը. Ռուսաստանի նախագահի հետ ես մշտական կապի մեջ եմ: Օր կա՝ հինգ-վեց անգամ հեռախոսով խոսում եմ հետը: Հիմա եթե ինձ հարցնի, այդ ի՞նչ ասելիք ունես, որ ինձ չես կարողանում ուղիղ ասել և դա ուզում ես ասել հատուկ բանագնացների միջոցով, ես ի՞նչ պիտի պատասխանեմ:
     Նույն հարցը առաջացավ նաև ԱԳ նախարար Սերգեյ Լավրովի պարագայում, երբ Արցախի պաշտոնաթող նախագահները ասացին, որ մեր ԱԳ նախարարն էլ Լավրովին միջնորդի, որ նա ընդունի մեր հատուկ բանագնացներին: Մեր ԱԳ նախարարը մշտական կապի մեջ է ՌԴ ԱԳ նախարարի հետ, Մոսկվայում նախատեսված է նրանց հանդիպումը: Եթե նույն հարցը Լավրովը տա մեր ԱԳ նախարարին, նա ի՞նչ պետք է պատասխանի:
     Առաջարկեցի այլ տարբերակ. արագ կազմակերպել Տեր-Պետրոսյանի և Քոչարյանի արարողակարգային այց Մոսկվա՝ որպես պաշտոնաթող նախագահներ, որտեղ նրանք կլինեն ՌԴ պաշտոնաթող նախագահ Դմիտրի Մեդվեդևի հյուրը, ով նաև ՌԴ ԱԽ նախագահի տեղակալն է և այցի շրջանակներում փորձել քաղաքավարական հանդիպումներ կազմակերպել ՌԴ նախագահի, ԱԳ նախարարի և այլ բարձրաստիճան անձանց հետ:
     Արկադի Ղուկասյանն ու Բակո Սահակյանը հեռացան՝ խոստանալով քննարկել այս տարբերակը Տեր-Պետրոսյանի և Քոչարյանի հետ: Պարզվեց՝ վերջիններիս համար այնքան էլ հետաքրքիր չէ իմ առաջարկած տարբերակը: Բակո Սահակյանն ինձ համար անսպասելի հայտարարեց, թե Տեր-Պետրոսյանը և Քոչարյանը Սերգեյ Լավրովի հետ հանդիպման պայմանավորվածություն ունեն:
     Էդ դեպքում ինձնից ի՞նչ են ուզում. պայմանավորված են՝ թող մեկնեն Մոսկվա, հանդիպեն: Պարզվեց՝ հարցը Ռ. Քոչարյանի անձնագիրն է, որը դատարանում է: Ասացի՝ թող միջնորդություն ներկայացնեն դատարան, ես կխնդրեմ, որ մեղադրանքի կողմը չառարկի անձնագիրը վերադարձնելուն: Այդպես էլ եղավ. Դատարանը վերադարձրեց Քոչարյանի անձնագիրը, բայց Տեր-Պետրոսյանն ու Քոչարյանը Մոսկվա այդպես էլ չմեկնեցին»:
