«Կապույտ մզկիթը» կարող է ՅՈՒՆԵՍԿՕ-ի ցուցակում հայտնվել

Մարինա Ներսեսյանը Ֆեյսբուքյան իր Էջում գրում է.
ՀՀ մշակույթի նախարարությունը ձեռնարկել է Երևանի «Կապույտ մզկիթ» հուշարձանը (1766թ.) ՅՈՒՆԵՍԿՕ- ի համաշխարհային ժառանգության ցանկ ընդգրկելու գործընթացը: Դեռևս անցյալ դարի 90- ական թվականներին հայկական և իրանական կողմերը կնքել են առևտրատնտեսական և գիտատեխնիկական համագործակցության համաձայնագիր, ավելի ուշ` փոխըմբռնման հուշագիր, որոնց հիման վրա «Կապույտ մզկիթը» մինչև 1998 թվականը մասնակիորեն վերականգնվել ու նորոգվել է և որպես Իրանի մշակութային կենտրոն օգտագործման հանձնվել ՀՀ- ում Իրանի Իսլամական Հանրապետության դեսպանությանը:
2012 թվականի նոյեմբերին ՀՀ մշակույթի նախարար Հասմիկ Պողոսյանի` Իրան կատարած այցի ընթացքում որոշվում է գործնական քայլեր կատարել` հուշարձանը ՅՈՒՆԵՍԿՕ- ի համաշխարհային ժառանգության ցանկ ընդգրկելու ուղղությամբ: Սակայն պարզվում է, որ ՀՀ կառավարության 2009թ. դեկտեմբերի 24- ի որոշմամբ Երևանի համայնքին փոխանցված պետական սեփականություն հանդիսացող հողամասերի ցանկում մզկիթի զբաղեցրած հողամասը նշված չէ, հուշարձանի նկատմամբ իրավունքի պետական գրանցում չի իրականացվել:
ՀՀ վարչապետ Հովիկի Աբրահամյանի հանձնարարությամբ շահագրգիռ կողմերի` ՀՀ արտաքին գործերի, ՀՀ արդարադատության, ՀՀ տարածքային կառավարման և արտակարգ իրավիճակների, ՀՀ քաղաքաշինության, ՀՀ մշակույթի նախարարությունների, ՀՀ ԿԱ անշարժ գույքի կադաստրի պետական կոմիտեի, ՀՀ ԿԱ պետգույքի կառավարման վարչության և Երևանի քաղաքապետարանի աշխատակիցների մասնակցությամբ 2015թ. հունիսին տեղի ունեցած աշխատանքային խորհրդակցությունում քննարկվել են հուշարձանի շուրջ ստեղծված խնդիրները և շրջանառության մեջ է դրվել «Կապույտ մզկիթը» ՀՀ սեփականությունը ճանաչելու և մզկիթի տնօրինման լիազորությունը ՀՀ մշակույթի նախարարությանը հանձնելու որոշման նախագիծը, որին հաջորդել է Մշակույթի նախարարության պատրաստած որոշման նախագիծը, որը կառավարությունն ընդունել է իր ս.թ. դեկտեմբերի 10- ի նիստում:
Վերը նշված դրույթներից բացի որոշման 8- րդ կետով սահմանվել է, որ «Կապույտ մզկիթ» հուշարձանը և հողամասը անհատույց օգտագործման իրավունքով, 99 տարի ժամկետով հանձնվում են Հայաստանի Հանրապետությունում Իրանի Իսլամական Հանրապետության դեսպանությանը`իբրև մշակութային կենտրոն օգտագործելու պայմանով: Կառավարության որոշմամբ կհստակեցվի «Կապույտ մզկիթի» իրավական կարգավիճակը, պետական գրանցում կիրականացվի հուշարձանի և դրա զբաղեցրած հողատարածքի նկատմամբ, հնարավորինս անաղարտ կպահպանվի մշակութային ժառանգության այդ գեղեցիկ նմուշը:
Հ.Գ.- Ի դեպ, ադրբեջանական մամուլը երեկվանից վայնասուն է գցել, թե իբր Երևանի ադրբեջանական մզկիթը փոխանցվել է Իրանին: Սա միանգամայն սպասելի արձագանք է:
