Ռազմավարական ուղղություն՝ ոռոգման ենթակառուցվածքների զարգացում: Հայաստանի ջրային ռեսուրսները պետք է ծառայեն Հայաստանին: Այս մասին Ֆեյսբուքի էջում գրել է Տավուշի մարզպետ Հայկ Չոբանյանը:
«Այս հարցը շատ ենք քննարկել հատկապես հուլիսյան մարտերից հետո։ Իմ խնդրանքով և հիմնավորումներով՝ Հովնանյան հիմնադրամը, Կլոր սեղան հիմնադրամը, Պահապան հիմնադրամը, Լիլիա Շաքարյանը և Անյա Թերքոթն աջակցեցին Տավուշի ոռոգման համակարգերի կառուցման աշխատանքներին, որի շնորհիվ մինչև տարեվերջ կկառուցենք 16 կմ երկարությամբ ջրագծեր, որը կոռոգի և կբարելավի ավելի քան 400 հա գյուղատնտեսական տարածք։ Ծրագրերը պետք է շարունակվեն մեծ թափով։ Ընդամենը նախատեսում ենք 76 ծրագիր, որից 15-ը՝ ջրամբարաշինություն։
Ոռոգման ազդեցությունը բազմապատիկ է գյուղատնտեսական հասույթի, տնտեսությունների եկամտաբերության, վերամշակման հնարավորությունների և տնտեսական ակտիվության վրա։ Այն նաև խոշոր բնապահպանական և ռազմավարական նշանակություն ունի»,- գրել է նա։
