ՀԱՊԿ պատասխանատվության տակ գտնվող տարածքում իրավիճակը դասավորվել է ոչ առանց խնդիրների ու ընդհանուր առմամբ եղել է ոչ հանգիստ: Այս մասին ՀԱՊԿ հավաքական անվտանգության խորհրդի նիստում հայտարարել է ՌԴ նախագահ Վլադիմիր Պուտինը:

«Ես նկատի ունեմ սեպտեմբերին Լեռնային Ղարաբաղի շրջանում բռնկված զինված հակամարտություն՝ ՀԱՊԿ անդամ երկրների մասնակցությամբ, ինչպես նաև Բելառուսում հետընտրական իրադարձությունները, որտեղ դրսից աննախադեպ ճնշում եղավ:

Նկատի ունեմ նաև Ղրղզստանում ներքաղաքական իրավիճակը:

Բոլորին լավ հայտնի է, որ պահանջվեցին Ռուսաստանի ակտիվ միջնորդական ջանքերը, որպեսզի դադարեցվի Լեռնային Ղարաբաղում արյունահեղությունը, հնարավոր լինի հասնել մարտական գործողությունների ամբողջական դադարեցմանը և սկսել կայունացման գործընթաց: Ընդ որում, մենք հետևել ենք որոշիչ պայմանավորվածություններին, որոնք ձեռք են բերվել ԵԱՀԿ ՄԽ-ի, մասնավորապես՝ համանախագահ երկրների կողմից»:

«Ներկա պահին Ռուսաստանի, Հայաստանի, Ադրբեջանի կողմից ստորագրված եռակողմ հայտարարությունն իրականացվում է: Շփման գծին ու Լաչինի միջանցքի երկայնքով տեղակայված են ռուս խաղաղապահները:

Հիմա կարևոր է փոխգործակցմամբ օգնություն ցուցաբերել, տուժած մարդկանց օգնություն տրամադրել հումանիտար խնդիրների լուծման հարցում՝ կապված փախստականների վերադարձի, ավերված ենթակառուցվածքների վերականգման, պատմամշակութային, կրոնական հուշարձանների պահպանման հարցերում»,-ասել է նա:

«Ռուսական կողմը, հայկական ու ադրբեջանական կողմերի հետ համակարգմամբ արդեն զբաղվում է այդ բոլոր հարցերով: Բնականաբար մենք հետաքրքրված ենք այս հարցում ՀԱՊԿ ու ԱՊՀ շրջանակներում մեր բոլոր գործընկերների ներգրավմամբ: Քննարկում ենք նաև այլ միջազգային կազմակերպությունների հետ աշխատանքի հարցը»,-ասել է նա:
