ՅՈՒԵՆՍԿՕ-ի գործադիր խորհրդի լիագումար նիստի ժամանակ ՀՀ մշտական ներկայացուցիչ դեսպան Քրիստիան Տեր-Ստեփանյանը հանդես է եկել ելույթով։

Իր խոսքում ՀՀ մշտական ներկայացուցիչը ցավով արձանագրել է, որ ՅՈՒՆԵՍԿՕ-ն, որն ստեղծվել է համաշխարհային մշակութային ժառանգությունը պաշտպանելու վեհ առաքելությամբ, անկարող և նույնիսկ անզոր է մշակութային ժառանգության դիտավորյալ ոչնչացումը կանխելու համար, ինչի ականատեսը եղանք վերջին ամիսների ընթացքում, երբ Արցախը դիմակայում էր թուրք-ադրբեջանական կոալիցիայի, նրանց դաշնակիցների, Սիրիայից ներգրավված հազարավոր վարձկան ահաբեկիչների զինված ագրեսիային, որի ընթացքում երկու անգամ ռմբակոծվեց Շուշիի Սուրբ Ղազանչեցոց եկեղեցին՝ հայ ժողովրդի համար կարևոր պաշտամունքի վայրը և 19-րդ դարի ճարտարապետության գլուխգործոցը։

ՀՀ մշտական ներկայացուցիչը ընդգծել է, որ նույնիսկ այն պահին, երբ ՅՈՒՆԵՍԿՕ-ի գլխավոր տնօրենը տարածաշրջանի ժառանգության պաշտպանությանն ուղղված իր հերթական կոչն էր անում, տեղեկատվություններ և փաստեր էին ստացվում Ադրբեջանի կողմից հայկական մշակութային ժառանգության հանդեպ իրականացվող շարունակական վանդալիզմի մասին։

ՀՀ մշտական ներկայացուցիչը նիստի մասնակիցներին փոխանցել է հայկական կողմի այն մտահոգությունները, որ այդ զարհուրելի գործողությունները հայկական մշակութային ժառանգության հանդեպ կկրկնվեն զանգավածաբար Արցախի՝ Ադրբեջանի զինված ուժերի վերահսկողության ներքո տարածքներում, միաժամանակ հիշեցնելով Նախիջևանի հայկական ժառանգությանը բաժին հասած ճակատագիրը, որն անխնա ոչնչացվեց։

Դեսպան Տեր-Ստեփանյանն ընդգծել է անհամապաղ միջամտելու կարևորությունը և այդ պատճառով Հայաստանը դրական է ընդունել գլխավոր տնօրենի առաջարկը՝ տարածաշրջան նախնական առաքելություն գործուղելու վերաբերյալ և պատրաստ է լիակատար աջակցություն ցուցաբերել այս նախաձեռնությանը։

Փաստելով, որ Հաագայի Կոնվենցիայի Երկրորդ արձանագրությունը չունի վերահսկման գործառնական որևէ մեխանիզմ, ՀՀ ներկայացուցիչը հայտնել է, որ Հայաստանը, որպես Զինված ընդհարման դեպքում մշակութային ժառանգության պաշտպանության կոմիտեի անդամ, կոմիտեի աշխատանքների շրջանակներում ներկայացրել է որոշման նախագիծ, ուղղված այդ բացը լրացնելուն, անդամ երկրներին հրավիրելով սատարել այդ նախագիծը։

Ամփոփելով իր խոսքը, ՀՀ մշտական ներկայացուցիչը նշել է, որ պետք է մոբիլիզացվել՝ հնարավորություն տալով ՅՈՒՆԵՍԿՕ-ին գործելու արտակարգ իրավիճակներում, երբ մարդկության մշակութային ժառանգությունը վտանգված է։
