«Փաստ» օրաթերթը գրում է
Աշխատանքի և սոցիալական հարցերի նախարարությունը հանրային քննարկման է ներկայացրել նախագիծ, որի ընդունման անհրաժեշտությունը բխում է 2020 թվականի սեպտեմբերի 27-ին Արցախի դեմ Ադրբեջանի սանձազերծած պատերազմի հետևանքով հաշմանդամություն ձեռք բերած անձանց հիմնական իրավունքները պաշտպանելու և նրանց սոցիալական ներառումն ապահովելու անհրաժեշտությունից: Նախագծի հիմնավորման մեջ նշվում է, որ պատերազմի հետևանքով վիրավորում ստացած կամ հաշմանդամություն ձեռք բերած անձինք միջավայրային և անհատական տարբեր գործոնների համակցության հետևանքով կարող են չունենալ ինքնուրույնության և անկախ կյանքի նույն հնարավորությունները, ինչ նախկինում:
Հաշմանդամություն ունեցող անձանց հաշվառման տեղեկատվական համակարգում 2020 թվականի հոկտեմբերի դրությամբ հաշվառված է զինվորական կապով հաշմանդամություն ունեցող 9257 անձ, որոնց 82 տոկոսն աշխատանքային տարիքի են: 2016 թվականի Ապրիլ յան պատերազմից հետո զինվորական կապով հաշմանդամություն ունեցող անձինք 1620-ն են, որոնց 94,2 տոկոսն աշխատանքային տարիքի են: Ֆունկցիոնալությունը վերականգնելու նպատակով հաշմանդամություն ունեցող անձինք բուժում են ստանում մի շարք վերականգնողական կենտրոններում՝ Հայրենիքի պաշտպանի, Կարմիր Խաչի «Գրացիա» միջազգային վերականգնողական և մի շարք այլ բժշկական կենտրոններում: Սակայն նրանց սոցիալական ներառմանն ուղղված միջոցառումները բավարար չեն հասարակական կյանքում լիարժեք մասնակցությունն ապահովելու համար:
Այս համատեքստում պետության կարևորագույն խնդիրներից է ռազմական գործողությունների հետևանքով հաշմանդամություն ձեռք բերած անձանց սոցիալական ներառման ապահովումը՝ առողջապահական, սոցիալական, զբաղվածության, կրթական, մշակութային և տնտեսական ծրագրերի և միջոցառումների ամբողջության միջոցով։ Այս նախագծի շահառուներն են Ադրբեջանի սանձազերծած պատերազմի հետևանքով հաշմանդամություն ձեռք բերած ՀՀ զինված ուժերի, ինչպես նաև «Պաշտպանության մասին» օրենքի 3-րդ հոդվածի 1-ին մասի 7-րդ կետով նախատեսված այլ զորքերի (ոստիկանության զորքեր, սահմանապահ զորքեր, պետական պահպանության ծառայություն և ազգային անվտանգության հատուկ ստորաբաժանումներ) և Պաշտպանության բանակի ժամկետային (պարտադիր և պայմանագրային) զինվորական ծառայողները, սպայական և ավագ ենթասպայական կազմի զինծառայողները, պահեստազորայինները, աշխարհազորայինները, կամավորականները, պատերազմի հետևանքով հաշմանդամություն ձեռք բերած Հայաստանի Հանրապետության և Արցախի Հանրապետության խաղաղ բնակիչները:
Նախագծի ընդունման դեպքում ՀՀ պետական բյուջեի եկամուտներում և ծախսերում կարող են լինել փոփոխություններ: Լրացուցիչ ֆինանսական միջոցներ պահանջող յուրաքանչյուր միջոցառման հաշվարկներն արվելու են համապատասխան նախարարությունների և գերատեսչությունների կողմից:
