«Հրապարակ» թերթը գրում է.
Բարձրագույն կրթության մասին օրենքի աղմկահարույց փոփոխությունների նախագիծը հնարավոր է չընդգրկվի եկող քառօրյայի օրակարգում։
Երեկ նախագիծն ուղարկվել է ԱԺ գլխադասային հանձնաժողով, բայց մինչեւ աշխատանքային օրվա ավարտը չընդգրկվեց օրակարգում։ Իշխող թիմում կարծում են, որ առանց այն էլ բողոքի ալիք կա, նոր օջախ պետք չէ։
Ի դեպ, օրենքի լոբբինգով զբաղվում է «Իմ քայլի» պատգամավոր Հովհաննես Հովհաննիսյանը՝ սորոսականների ներկայացուցիչը։ Նախագծի ամենավիճահարույց դրույթը ռեկտորների՝ նախարարի կողմից նշանակվելու կետն է, որի բուն նպատակը ԿԳՄՍ նախկին նախարար Արայիկ Հարությունյանին ԵՊՀ ռեկտոր նշանակելն է, քանի որ բուհի խորհուրդը նրան չի ընտրի։
Մեզ ասացին, որ ո՛չ ԿԳՄՍ իրավաբանական վարչությունը, ո՛չ բուհերի խորհուրդները տեղյակ չեն եղել այս փոփոխություններից։ ԳԱԱ-ն, Բժշկական համալսարանը կոչ են արել հետ կանչել նախագիծը, դեմ են արտահայտվել ԵՊՀ դեկանները, ուսխորհուրդը։ Սակայն ռեկտորների մասին դրույթը չարյաց փոքրագույնն է․ կնվազի ուսանողների ռոտացիան՝ բարձր առաջադիմությամբ ուսանողները չեն կարող անվճար ուսուցման անցնել։ Նախագծի 39-րդ հոդվածով սահմանվում է, որ պետական բուհերի անժամկետ լիցենզիաները գործում են մինչեւ 2021 թ., բուհերը պետք է դիմեն նոր լիցենզիա ստանալու համար։
Մենք տեղեկացանք, որ նպատակը բուհերի միավորումն է՝ մանկավարժականը, «Բրյուսովն» ու ֆիզկուլտինստիտուտը՝ իրար, արվեստի բուհերը՝ իրար, պոլիտեխնիկն ու ճարտապետաշինարարականը, ԵՊՀ տնտեսագիտական ֆակուլտետը՝ ՀՊՏՀ-ին։ Բուհում աշխատելու տարիքային սահմանափակում կգործի (մինչեւ 65 տարեկան): Բազում կրճատումներ կլինեն, շենքեր կազատվեն եւ այլն։
