Այս գործողությունը երկու հարթության մեջ կարելի է  դիտարկել: Այս մասին Tert.am-ի հետ զրույցում ասաց «Հենակետ» վերլուծական կենտրոն ՀԿ ղեկավար, Արցախի նախագահի անվտանգության հարցերով նախկին խորհրդական Տիգրան Աբրահամյանը` անդրադառնալով դեկտեմբերի 12-ին ադրբեջանական զինված ուժերի ստորաբաժանումների գործողություններին, որով կոպտորեն խախտելով նոյեմբերի 9-ին ստորագրված եռակողմ հայտարարության պահանջները, հարձակում են նախաձեռնել Արցախի Հանրապետության Հադրութի շրջանի Հին Թաղեր և Խծաբերդ գյուղերի ուղղությամբ։

«Առաջինը կարելի է դիտարկել, որ նոյեմբերի 9-ին ստորագրված հայտարարությունից բացի կա այլ պայմանավորվածություն կամ այդ փաստաթղթի ներքո գործող այլ փաստաթուղթ, որի մասին չի հանրայնացվել, այսինքն՝ հասարակությունը տեղյակ չէ, սակայն դրա կետերով ևս նպատակ կա որոշակի տարածքներ հանձնելու Ադրբեջանին: Երկրորդ` պետք է սա դիտարկել այս համատեղ եռակողմ հայտարարության տեսանկյունից, ինչը ենթադրում է` ռուսական կողմի միջնորդությամբ կողմերի վերադարձը ելման դիրքեր, այսինքն՝ այն դիրքեր, որոնք եղել են նոյեմբերի 9-ի դրությամբ»,-ասաց նա:

Տիգրան Աբրահամյանը նշեց, թե խնդիրն այն է, որ այս գործողությունների վերսկսումից հետ  հիմնական պատասխանատուները, որոնք տարբեր հարթակներում, ուղիղ եթերներում հայտարարություններ են հնչեցնում, հիմա այդ մարդիկ չեն արձագանքում: «Ստորագրողը Հայաստանի վարչապետն է, որը պարտավոր է ոչ թե մամուլի խոսնակի միջոցով, այլ ուղիղ, պարզ խոսելու, թե ինչ է տեղի ունենում, ինչի արդյունքում է տեղի ունենում, ինչ աշխատանքներ են տարվում ռուսական կողմի հետ`իրավիճակի արագ հանգուցալուծման ուղղությամբ»,- ասաց նա և նկատեց, որ այս իրավիճակը հակասում է նոյեմբերի 9-ն ստորագրված հայտարարությանը:

«Սա նաև Ռուսաստանին ուղղված քայլ է, որովհետև Արցախում ռուսական խաղաղապահ զորքերն են անվտանգության փաստացի երաշխավորը և այս պարագայում բնական է, որ սա նաև ուղղված էր Ռուսաստանի Դաշնությանը, և կարծում եմ, որ ՌԴ-ն ինքը իր հերթին իր շահերը պաշտպանելուն ուղղված քայլեր կանի: Սակայն այլ հարց է, որ այս իրադարձությունները տեղի են ունենում Արցախում` անմիջականորեն շոշափում են Արցախի և արցախահայության և ընդհանրապես հայ ժողովրդի շահերը և Ռուսաստանի հետ հատկապես այս փուլում պետք է շատ սերտ աշխատել` առկա բոլոր խնդիրների արագ հանգուցալուծման և բնականաբար մեր շահերի տեսանկյունից հանգուցալուծման համար»,-ասաց նա:

Տիգրան Աբրահամյանը նշեց, որ մենք նաև պետք է հասկանանք, որ եթե այս միջադեպը պատշաճ ձևով հանգուցալուծում չի ստանում, ապա դա նշանակում է, որ հաջորդիվ մենք կարող ենք սպասել այլ սադրանքների, գործողությունների նաև Արցախի այլ ուղղություններով:

«Իրադարձությունները զարգանում են Արցախում, բայց սա տարածաշրջանային մեծ պայթյունի հետևանք կարող է լինել, շատ կարևոր է նաև սրա արագ հանգուցալուծումն այն պետությունների և ուժային կենտրոնների համար, որոնք տարածաշրջանում հանդես են գալիս խաղաղության և երկարատև կայունության տեսանկյունից: Երկրորդ` պետք է նշել, որ սա վատ ազդանշան է Արցախի համար, արցախահայության համար առ այն, որ նույնիսկ այդ ողբերգական փաստաթղթից հետո խաղաղություն չկա: Եվ երրորդ` պետք է հասկանալ, որ կան ուժեր, որոնք շահագրգռված են մեր տարածաշրջանում էսկալացիայի շարունակականության համար և անընդհատ փորձելու են նոր բախումներ և սադրանքներ հրահրել»,- ասաց նա:
