ԵՊՀ ուսխորհրդի նախագահ Դավիթ Ափոյանը ֆեյսբուքյան իր էջում գրում է.
«Կազմակերպված բարդակ՝ հանուն լավ վերնագրի
Դեկտեմբերի 10-ին Կառավարությունը ընդունեց միջոցառման ծրագիր, որով պետք է փոխհատուցվի մարտական գործողությունների մասնակից ուսանողների այս կիսամյակի ուսման վարձը։ Ըստ ծրագրի՝ ուսանողը մարտական գործողություններին իր մասնակցությունը կարող է հավաստել զինկոմիսարիատի կողմից տրամադրվող տեղեկանքի կամ զինգրքույկում համապատասխան նշման միջոցով։
Հիմա առաջացել է մի շատ կանխատեսելի իրավիճակ։ Պատերազմին մասնակցած ուսանողները տեղեկանք վերցնելու համար գնում են զինկոմիսարիատ, սակայն այնտեղ նրանց չեն տրամադրում տեղեկանք՝ ասելով, որ նույնականացման խնդրի պատճառով չեն կարող տրամադրել, բացի այդ՝ չունեն նման հրաման:
Ես այս հարցով զանգում եմ ԿԳՄՍ Բարձրագույն և հետբուհական մասնագիտական կրթության վարչություն՝ պարզաբանում ստանալու նպատակով: Ստանում եմ հետևյալ պատասխանը. «Մենք տեղյակ ենք խնդրից, և նույնիսկ նախնական քննարկման ժամանակ իմացել ենք, որ այդ խնդիրը լինելու է, և հույս ունենք որ ՊՆ֊ն լավագույն դեպքում հունվար ամսին տեղեկանքի կամ զինգրքույկի նշման խնդիրը կլուծի։ Նախարարության խնդրանքով բուհերը այս կիսամյակ չեն պահանջի ուսման վարձ այն ուսանողներից, ովքեր ծրագրի հավանական շահառու են»:
Ի՞նչ է ստացվում: Բուհը ստիպված է լինելու ընդառաջել գրեթե բոլոր դիմողներին, քանի որ չունի նույնականացման արդյունավետ գործիք՝ պարզելու համար, թե արդյոք դիմողը մասնակցել է ռազմական գործողություններին: Բուհի բյուջեի նախատեսվող մուտքերը չեն ապահովվելու, որի արդյունքում մեծանալու են ֆինանսական խնդիրները: Իսկ թե պետությունը, երբ կտրամադրի տեղեկանքը և կփոխհատուցի ուսման վարձը, հայտնի չէ:
Կառավարություն փաստորեն հաստատեց ծրագիրը, ստացավ մամուլում լավ վերնագրեր ու ծափահարություններ, սակայն ծրագրի իրագործումը թողեց բուհերի վրա՝ առաջացնելով նոր խնդիրներ:
Եվ այս գործելաոճը նորություն չէ: Կորոնավիրուսից իրապես տուժած ուսանողներին աջակցելու փոխարեն Կառավարությունը նախընտրել լավ վերնագիրը «Խրախուսում ենք լավ սովորողին», ինչի արդյունքում բազմաթիվ տուժված ուսնողներ չկարողացան վճարել վարձը և ԵՊՀ-ն ստիպված 55 մլն դրամի փոխհատուցում իրականացրեց, ինչի դիմաց էլ հետագայում կրճատվեցին առաջադիմության զեղչերը: Այստեղ են ասում. «Ունքը ուղղելու տեղը աչքն էլ հետը հանեցին»:
Ես ամեն ինչ անելու եմ, որ պատերազմին մասնակցած յուրաքանչյուր ուսանող ստանա արժանի փոխհատուցում: Բայց պետության նման գործելաոճի պայմաններում մի խնդիր լուծելով ստեղծելու ենք նոր խնդիր»:
