«Հենակետ» վերլուծական կենտրոնի ղեկավար Տիգրան Աբրահամյանը ֆեյսբուքյան իր էջում գրել է. «Նիկոլ Փաշինյանն իր վերջին հարցազրույցում նշում է, որ «մինչև վերջին օրը, նախավերջին օրը ընդհանուր գնահատականը եղել է այն, որ պատերազմը, այնուամենայնիվ, չի սկսվի»:
Այսինքն՝ ստացվում է, որ մինչև սեպտեմբերի 25-ը, 26-ը, իշխանությունն ու անձամբ Նիկոլ Փաշինյանը համարել են, որ ամեն դեպքում պատերազմ չի լինելու։
Ես չգիտեմ, թե որ կառույցների վերլուծություններն ու զեկույցներն են վարչապետին նման եզրահանգում փոխանցել կամ՝ չգիտեմ, արդյո՞ք նրան տրվել է նման տեղեկատվություն, բայց կարող եմ ասել, որ այդ ինստիտուտներն ու կառույցները պետք է ցրվեն ու նորից հավաքվեն։
Հրապարակային հայտարարություններից միայն հայտնի է, որ ՀՀ ԶՈՒ ԳՇ պետն է միայն ԱԽ նիստում վարչապետին զեկուցել ռազմական գործողությունների վերսկսման ռիսկի կտրուկ աճի մասին։
Ես՝ չտիրապետելով պաշտոնական, ծառայողական, գաղտնի, հետախուզական տեղեկատվության, միայն փորձի և ադրբեջանական, հայկական, թուրքական և առհասարակ արտերկրի մամուլից եկող ազդակների համադրությունից ելնելով ակնհայտ տեսնում էի պատերազմի սպառնալիքի կտրուկ աճը։ Իմ նման նաև մի քանի փորձագետներ և գործիչներ։
Թուրքական և ադրբեջանական զորքերի տարբեր զորամասերի՝ մեկ ամսից ավել տևող զորավարժություն-ներդաշնակումներ, Սիրիայում հավաքագրվող ահաբեկիչներ, Թուրքիայից և Ադրբեջանից՝ պատերազմի վերսկսման մասին ուղիղ հնչող հայտարարություններ։
Էլ չեմ խոսում Ադրբեջանում տեղի ունեցող պահեստազորի մեծածավալ հավաքներն ու ողջ երկրով մեկ հավաքվող պիկափներն ու պատերազմի ժամանակ օգտագործվող մյուս մեքենաների հանգամանքը։
Այս շարքը կարելի է երկար շարունակել։ Եթե չեմ սխալվում սեպտեմբերի 25-ին, Ադրբեջանի նախագահի ռազմական հարցերով խորհրդականն ադրբեջանական լրատվամիջոցներից մեկին ուղիղ տեքստով ասեց, որ իշխանությունն արդեն որոշում ունի Արցախի հարցի ռազմական ճանապարհով լուծման մասին։
Ռազմական գործողությունների՝ ամենամոտ ժամկետում մեկնարկելու մասին օգոստոս-սեպտեմբեր ամիսներին հսկայական տեղեկատվություն կար, իսկ ՀՀ վարչապետը՝ հղում անելով տարբեր մարմինների և ինստիտուտների, նշում է, թե այնուամենայնիվ, ընդհանուր գնահատականն այն է, որ պատերազմ չի սկսվի։
Ես դեռ չեմ խոսում այն տեղեկությունների մասին, որոնք հատուկ ծառայությունները պետք է հայթայթեին, վերլուծեին ու փոխանցեին վարչապետին, ով պետք է անհրաժեշտ որոշումներ կայացներ։ Միգուցե զեկուցվել է, սակայն կայացված որոշումը դրանցից չի բխել։
Փաստորեն, պետական կառավարման համակարգն ու դրա ղեկին գտնվող մարդիկ տարրական տեղեկատվություն հավաքագրելու, վերլուծելու և որոշումների կայացնելու կարողություններ չունեն, իսկ հիմա, նույն այդ մարդիկ պնդում են, որ ճիշտ ճանապարհը վարչապետի պաշտոնավարման շարունակումն է և թե ինչ նոր անակնկալներ են դեռ սպասվում, աստիճանաբար ուրվագծվում են»:
