Պաշտպանության նախարարությունն առաջարկում է լրացում կատարել կառավարության 2019 թ.-ի օգոստոսի 22-ի N 1091-Ն որոշման մեջ: Նշվում է, որ որոշման նախագծի ընդունումը պայմանավորված է զինծառայողների հիփոթեքային վարկավորման ծրագրի շրջանակներում 2020 թ.-ի համար ծրագրին մասնակցելու իրավունք ստացած զինծառայողների կողմից այդ իրավունքը իրացնելու հնարավորություն ստեղծելու անհրաժեշտությամբ: Նախագծի հիմնավորման մեջ ասվում է, որ կորոնավիրուսի համաճարակը, ինչպես նաև հայտարարված ռազմական դրությունը բացասական են անդրադարձել զինծառայողների կողմից բնակարանի կամ բնակելի տան ձեռք բերման իրավունքի լիարժեք իրացման գործընթացի վրա:

Մասնավորապես` շահառուներն ի վիճակի չեն եղել ժամանակին իրականացնել հաջորդական գործընթացը համագործակցող բանկի, կառուցապատող կազմակերպությունների, նոտարական գրասենյակների, բնակարանների առք ու վաճառքով զբաղվող կազմակերպությունների աշխատանքների ռեժիմի փոփոխման պատճառով: 2020 թ.-ի դեկտեմբերի դրությամբ` ծրագրի մասնակից 500 շահառուից միայն 124 զինծառայող է կարողացել կնքել հիփոթեքի պայմանագիր: Արդյունքում, շահառուների 2/3-ը չի կարողացել իրացնել իր իրավունքը: Այսպիսով՝ առաջարկվում է 2020 թ.-ի համար նախատեսված հիփոթեքային վարկավորման ծրագրից օգտվելու ժամկետը երկարաձգել մինչև 2021 թ.-ի մարտի 31-ը ներառյալ:

Որոշման նախագծի ընդունումը 2021 թ.-ի ՀՀ պետական բյուջեի ծախսերի ավելացման անհրաժեշտություն չի առաջացնում, երկարաձգված ժամկետում ծրագրի ապահովումը կիրականացվի այդ նպատակով պաշտպանության նախարարությանը հատկացված միջոցների հաշվին: Նախարարությունը հիշեցնում է, որ իրականացվող քաղաքականությունն ուղղված է ապահովելու զինծառայողների կողմից բնակարանի կամ բնակելի տան ձեռքբերման կամ բնակելի տան կառուցման նպատակով մատչելի և արտոնյալ պայմաններով երկարաժամկետ հիփոթեքային վարկավորման իրավունքի իրացման ամբողջական և զինծառայողների շահերից բխող գործընթաց:
