«Ժողովուրդ» օրաթերթը գրում է.

Երեկ Սյունիքի մարզի Սիսիան քաղաքում ՀՀ վարչապետ Նիկոլ Փաշինյանը հանդես եկավ ուշագրավ հայտարարությամբ: Նա հայտարարեց, թե Հայաստանի համայնքների վարչական սահմանների նկարագրությունը որոշվել է ՀՀ վարչատարածքային բաժանման մասին օրենքով, որն էլ ընդունվել էր 2010 թվականին։ Նրա խոսքով՝ օրինակ՝ Խնձորեսկ, Տեղ համայնքների վարչական սահմանների նկարագրությունը ներառում է նաեւ Ադրբեջանի հետ սահման:

«Այդ օրենքն ընդունել է 2010 թվականի խորհրդարանը, օրենքի նախագիծը ներկայարցրել է 2010 թվականին գործող կառավարությունը։ Եթե դա ճիշտ է, ուրեմն դուք 2010 թվականին ընդունած օրենքով Ղարաբաղի հարցը փակել եք։ Եթե էդ սահմանը ճանաչելն էսօր դավաճանություն է, 2010 թվականին առավել եւս դավաճանություն էր»,- նշեց նա եւ կոչ արեց պարզաբանում ստանալ նաեւ այդ ժամանակ Սյունիքի մարզի պատգամավորից:

Իսկ ի՞նչ օրենքի եւ ի՞նչ վարչատարածքային բաժանման մասին է խոսքը: Չորրորդ գումարման խորհրդարանում «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» Հայաստանի Հանրապետության 1995 թվականի օրենքում փոփոխություն էր կատարվել 2010 թվականի հունիսի 24-ին:

Այդ օրենքում հանդիպում ենք նաեւ այսպիսի ձեւակերպումների, օրինակ՝ Խնձորեսկ համայնքի մասին նկարագրության մեջ կարդում ենք. «Խնձորեսկ-պետական սահման՝ Ադրբեջանի Հանրապետություն», եւ նշվում է, որ այդ հատվածով սահմանագիծը համընկնում է Հայաստանի Հանրապետության եւ Ադրբեջանի Հանրապետության պետական սահմանի հետ: Նման պատկերի ենք ականատես լինում նաեւ այս նույն տարածքը քարտեզով դիտարկելիս: Իսկ, ահա, Խոզնավար համայնքի նկարագրության մեջ էլ կարդում ենք, որ կրկին այդ սահմանագիծը համընկնում է Հայաստանի Հանրապետության եւ Ադրբեջանի Հանրապետության պետական սահմանի հետ. նույն իրավիճակն է նաեւ քարտեզը դիտարկելիս:

Նույն նկարագրությունն է առկա նաեւ Շուռնուխի պարագայում, եւ այն առավել խնդրահարույց է, երբ դիտարկում ենք քարտեզը: «Ժողովուրդ» օրաթերթը տեղեկացավ, որ 2010 թվականին, չորրորդ գումարման խորհրդարանի պատգամավոր Սյունիքի մարզից եղել է Վահե Մաքսիմի Հակոբյանը, որը կարող էր մասնակցել այդ օրենքի ընդունմանը: «Ժողովուրդ» օրաթերթը փորձեց մեկնաբանություն ստանալ նրանից, սակայն Հակոբյանը հեռախոսազանգերին չպատասխանեց: Մենք զրուցեցին Էդուարդ Շարմազանովի հետ, որն այդ ժամանակ պատգամավոր է եղել: Նա նշեց. «Այդ օրենքը որեւէ առնչություն չունի պետական սահմանների ճանաչման հետ: Սա Նիկոլ Փաշինյանի հերթական մուտիլովկան է՝ շեղել ուշադրությունը բուն խնդրից: Ինքը կապիտուլյացիա է ստորագրել, ինքն է պարտության միակ պատասխանատուն, ինքն է հանձնել Արցախի 75 տոկոսը, ինքն է տվել հողերը եւ վերջ»:
