Նոյեմբերի 9-ին, եռակողմ հայտարարությունից հետո մենք մնացել ենք նույն դիրքերում, ադրբեջանցիները՝ նույնպես: Այս մասին այսօր խորհրդարանում հայտարարեց Կապանի քաղաքապետ Գևորգ Փարսյանը. «Նոյեմբերի 9-ի համաձայնագրից հետո թշնամու կողմից որևէ ագրեսիվ վարքագիծ չի նկատվել: Տպավորություն էր, որ ինչ-որ բանի են սպասում: Մեզ ասացին, որ մեր զբաղեցրած բնագծերի հետ կապված (դրանք վերաբերում էին Զանգելանի ու Կուբաթլուի շրջաններին, որոնց մասին համաձայնագրի մեջ որևէ խոսք չի եղել ասված) լինելու են բանակցություններ: Ես այն ժամանակ բարձրաձայնեցի, որ բանակցությունների ժամանակ պետք է հաշվի առնեն մեր կարծիքները, քննարկումներ անեն մեզ հետ, լսեն մեր առաջարկությունները: Մեզ հետ սակայն որևէ քննարկում չի եղել, մեր կարծիքները չեն լսել»:
Փարսյանն ասաց, որ դեկտեմբերի 17-ին իջեցվեց դիրքերը թողնելու հրամանը. «Մենք ակտիվ համագործակցում էինք ՊՆ-ի հետ: Նույնիսկ կարող եմ վստահ ասել, որ այն գեներալները, որոնց հետ մենք կապ էինք պահում, տեղյակ չէին դիրքերը զիջելու մասին: Բայց ասեմ ավելին՝ մենք հանդիպում ենք ունեցել Պաշտպանության նախարարի հետ:
Ես հարց եմ հնչեցրել, թե ինչպես եղավ, որ պետք է թողնենք բնագծերը, եթե դրա մասին հայտարարության մեջ որևէ խոսք չի եղել, նախարարն ասաց, որ համաձայնությունն ի սկզբանե եղել է՝ ի զարմանս ինձ: Եթե նման բան կա, ինչո՞ւ մեզ տեղյակ չեն պահել, ինչու մենք այդքան ամրացանք դրանից հետո:
Մենք նոյեմբերի 9-ից հետո երկրորդ ու երրորդ բնագծեր ենք կառուցել: Մենք նույնիսկ կարծել ենք, որ կրկին կռիվ կարող է լինել: Մենք ամրացել ենք այդ տարածքի վրա:
Մենք հարցրեցինք՝ արդյո՞ք հնարավոր չեն նոր բանակցություններ այդ բնագծերը պահպանելու համար, նա ասաց, որ բացառվում է: Մեզ այլ բան չէր մնում, քան այդ դիրքերը զիջելը»,-ասաց նա:
«Սա շատ կարևոր տեղեկատվություն է: Մենք այդպես էլ համոզված էինք, որ ըստ էության կատարվել է դավաճանություն»,-արձագանքեց Միքայել Մելքումյանը:
